Job Title: Director of Programmes, West Bank

Mission
MAP is a UK-based charity which works for the health and dignity of Palestinians living under occupation and as refugees. Established in 1984, MAP delivers health and medical care to those worst affected by conflict, occupation and displacement. Working in partnership with local health providers, MAP addresses a range of health issues and challenges faced by the Palestinian people. With offices in Beirut, Ramallah and Gaza City, MAP responds rapidly in times of crisis and works with partners and communities on health development.
Job Purpose
The Director of Programmes is responsible for the management of MAP’s Ramallah office and portfolio of projects in the West Bank delivered with and through local partners. The role involves developing new projects, promoting effective working relationships with local partners, donors and communities, linking closely with MAP’s offices in Gaza and London and acting as MAP’s legal representative for Palestine.

Responsible for: Finance Manager, Senior Programme Officer/s, Advocacy and Communication Officer and other West Bank staff members
Key Internal Relationships: CEO, Senior Management Team; Fundraising Team; Programme Staff
Key External Relationships: Ministry of Health, Palestinian Authority, National NGOs, MAP partner organisations, INGOs, UN and development agencies.

Duties and key Responsibilities
Senior Management
· Organisational strategic planning and development - work closely with the Senior Management Team (SMT) to ensure that appropriate processes and systems are in place, that objectives are achieved, and plans are delivered
· Ensure the proper planning and management of income and expenditure budgets.
· Risk management – monitor and manage risk in accordance with MAP’s risk management policy
· Advise SMT on potential funding to support programme initiatives
· Liaise closely with the panel of Trustees responsible for overseeing MAP’s programme strategy and ensure the Board is fully informed of developments.
Leadership
· Provide leadership, direction and support to West Bank staff, ensuring they deliver a high-quality service
· Identify training needs of staff for the effective delivery of MAP’s operational plans
· Prepare and update West Bank security plans, ensuring appropriate risk mitigation strategies and procedures are in place and adhered to by MAP staff, volunteers and visitors
Programme Management
· Develop and manage MAPs programme of work in the West Bank and deliver MAP’s operational plan in line with MAP’s strategic objectives and security guidelines
· Develop and maintain strategic and operational partnerships with local and international counterparts, including INGOs, PNGOs, donors, and academic institutions
· Oversee effective implementation and management of projects including timely delivery of narrative and financial reports
· Working with the Finance Director, help to develop and monitor robust internal control systems to ensure financial and administrative policies and procedures are followed
· Ensure adherence to donors’ financial and administrative policies and guidelines
· Identify capacity building needs of partners, including financial and reporting systems, monitoring and evaluation, safeguarding and core humanitarian standards
· Ensure adherence to core humanitarian standards in all areas of MAP’s work
Representation
· Be an ambassador for MAP and act as MAP’s legal representative in Palestine as required
· Maintain MAP's reputation as an authority on the health of Palestinians, based on its objective analysis, experience as a health provider and commitment to evidence-based policy and practice
· Support advocacy work to publicise MAP’s work, the situation of the Palestinians and host and facilitate delegations
· Support MAP’s fundraising, including by identifying local and institutional funding opportunities and preparing and submitting proposals

Person Specification
Experience
· Relevant, recent and substantial professional experience in the successful management of projects, budgets, resources and staff, preferably in a health-related context, including experience at a senior management/director level
· At least five years’ experience at senior management/director level is desirable
· Experience of living in the oPt or in the Middle East is desirable
· Experience in strategic planning, risk assessment and security management
· Experience working in voluntary sector or INGOs and in supporting the development of local organisations
· Experience of representing an organisation at high level meetings
· Experience of working in the field of disability is desirable
Skills and abilities
· Leadership skills to undertake a complex management role in an international organisation
· Excellent staff management, communication and inter-personal skills
· Educated to first degree level in a relevant subject. Relevant post-graduate qualification in health, development or disability is desirable
· Ability to lead complex projects and a multidisciplinary project team, often requiring a high degree of independent judgement and negotiating skills.
· Fluent spoken and written Arabic
· Clear written /verbal communication skills, with the ability to present at conferences
· Strong decision-making skills and ability to translate programmatic priorities into operational goals and plans
· Fluent written and spoken English
· Excellent IT skills, including experience of using Microsoft Office software
Knowledge
· Knowledge of health and health systems
· Keen understanding of the political context and development and humanitarian issues in Palestine
