****BACKGROUND****
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of ****Secondary Health Care Specialist**** in the Palestinian Territories.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. International Medical Corps is recruiting a Secondary Health Care Specialist, to be based in Jerusalem/Gaza, for an anticipated US Agency for International Development project. Gaza 2020: Health Matters is a five-year intervention designed to improve the resilience of the health sector in Gaza by increasing access to and quality of emergency and essential health services provided by NGOs, CBOs, and private providers
****JOB SUMMARY****
The Secondary Health Care Specialist (SHSC) will provide technical leadership and vision for the subawards program to NGO hospitals and will provide technical assistance throughout implementation of the sub-awards. SHCS will also be responsible for all other activities under Intermediate Result 3: Increased availability of targeted secondary health services in NGO hospitals.
****ESSENTIAL DUTIES AND RESPONSIBILITIES****
- Develop and maintain mapping of services offered by NGO hospitals.
- Develop and coordinate technical training for sub-awardees on identified priority services to improve service delivery and capacity of health care workers.
- Work with subawardees to identify and address critical infrastructure, supply, and training gaps preventing the provision of services and resulting in referrals outside of Gaza.
- Work with subawardees on effective hospital administration, including: developing and implementing staffing and procurement plans and ensuring hospital procedures and protocols (e.g. infection prevention and control) are in place.
- Coordinate with the Emergency Response Specialist in developing emergency response plans to ensure secondary health care facility and provider capabilities are integrated as one cohort of potential first responders.
- Identify the first response capabilities and gaps of secondary health care providers and facilities – providing training to address relevant gaps.
- Represent the project at health sector working, technical, or ad hoc committees related to secondary health care.

****QUALIFICATIONS****

- An advanced degree in medicine, health administration, or related field.
- Clinical experience/hospital experience is desirable.
- At least 7 years of experience working in international health and work with secondary health services.
- Demonstrated familiarity with the health system in Gaza, especially with the NGO and private hospital sector.
- Prior work experience in Gaza and the Middle East region highly desirable.
- Strong verbal and written English communication skills required. Arabic preferred.
- Based in Jerusalem/Gaza, with frequent travel to project sites, security permitting
