Background
INARA provides life-altering medical care for children from conflict areas who have catastrophic injuries or illnesses and are unable to access treatment due to war. INARA steps in to fill the gaps in access to medical treatment when not provided by other institutions or non-profits, including financial assistance where needed.
INARA began operating in Lebanon, partnering with medical institutions such as the American University of Beirut Medical Center (AUBMC) to ensure refugee children receive quality medical treatment.
INARA is ready to move into its next phase of strategic expansion within the region and solidify its current internal and external operations. As such, the Turkey Country Manager will be hired to start up the INARA office, as well as its operations and program activities in conjunction with the Regional Manager. Start up activities will include recruitment of INARA staff, local registration with the relevant authorities, leasing and outfit of a suitable office and other duties.
The Country Manager is responsible for the strategic implementation of INARA’s operations in Turkey. The position holder will manage the day-to-day operations and ensure the smooth and successful running of INARA Turkey.
Job Description:
· Day to day management and oversight of the INARA Turkey operations and program activities
· Provides direct management to the heads of section (casework, finance & fundraising and communications), ensuring they deliver reports in a timely fashion
· Ensures that there is effective coordination in the organization so that all staff work towards the same goal
· Maintains and develops INARA’s medical, humanitarian and other partnerships for enhanced collaborative working
· Ensures that INARA’s policies, systems and guidelines are implemented and adhered to, across the organization in Turkey. This includes adaptation of the operational system when necessary
· Ensures that INARA meets its responsibilities to its donors and maintains transparency in its operations
· Ensures that the Turkey country programme is implemented within budget
· Responsible for training and personal development of the staff (where possible, due to financial limitations)
· Upholds INARA’s HR policy and encompass an HR function
· Responsible for ensuring quality and accountability to INARA's beneficiaries, including upholding the beneficiary centered casework process and M&E tools
· Represents INARA when required, in local and international press, internal communications and external events
· Is the point of contact for INARA in Turkey
· Ensures that INARA’s operations encompasses the fundamental principles of the organization, including putting the best interests of the child first and child protection standards
· Carries out other duties are requested by the Regional Manager and Board
· Reports to the Regional Manager and Board in a timely and thorough fashion
Working Environment:
· The office is to be located in Gaziantep and the position holder is required to travel around Turkey to attend meetings
· There may be times when the position holder is required to work on the weekends or evenings and undertake other duties which are broadly in line with the above
Essential skills (all must be demonstrated):
· Must be a Turkish National
· A minimum of 5 years of programme development and implementation in the humanitarian sector, preferably in Turkey or the Middle East
· Management of a team of 6 or more staff members, with excellent team leadership skills
Conflict resolution and problem solving skills
· Strong ability to multi task and manage a challenging and varied workload
· Strong interpersonal, written and oral communication skills with an ability to communicate to a wide range of actors
· Strong written and spoken English skills, including report writing and critical analysis
· A demonstrable understanding of the current socio-political context and refugee crises in Turkey and Syria
· Experience of financial management and a familiarity with administrative systems, including Microsoft Office
· Cultural sensitivity and adaptability to different environments
· Must possess current passport
Desirable:
· Experience working frontline with vulnerable people in Turkey or elsewhere in the Middle East
· Fluency in Arabic
· Experience working with vulnerable children who have medical needs and corresponding knowledge of the principles and practices required when working with these children
· An understanding of medical issues which arise out of conflict situations
· Existing relationships within appropriate humanitarian organisations and/or medical providers
