Context:
Under the administrative supervision of the Head of Office Gaziantep, the technical supervision of the Syria Crisis Coordinator, and in coordination and collaboration with the Displacement Tracking Matrix (DTM) Global Coordinator and the support team in Headquarters (HQs), the successful candidate will be responsible for the development, management and implementation of all information management (IM) services provided in the framework of the Syria Humanitarian Response Plan (HRP) and the Refugee and Resilience Response Plan (3RP).
Core Functions / Responsibilities:
Develop the programme strategy for ongoing projects and implementation modalities through close collaboration with Donors, Partner agencies, governmental counterparts at national and regional levels, and other relevant stakeholders.
Plan, develop and manage the implementation of all relevant IM programmes and associated activities, ensuring quality output, the availability and allocation of required resources to meet objectives and deliverable as agreed with partners and donors and to achieve the identified outputs. Identify the selection of personnel and partners and carry out overall management functions.
Design, plan, manage and coordinate the implementation of desk review and primary data collection across the relevant countries, including stakeholder survey and quantitative and qualitative data collection with multi-layered data collection techniques to ensure all the required data is gathered timely and accurately as possible.
Design and promote technically sound data management processes, including the development and implementation of data collection tools, between the relevant countries’ operations and the DTM HQs support team.
Provide advice and ensure that all relevant stakeholders deliver all the required and relevant analysis, reports and other information products included as project deliverables; coordinate with the DTM Support team at HQs for required technical support and to ensure the products are produced in time as scheduled.
Exercise administrative, operational and financial management responsibility for projects. Ensure the implementation of all necessary adjustments and follow up, provide advice and authoritative guidance, and ensure technical and operational support as needed to ensure activities are on track and in accordance to the agreed projects schedules.
Advise on and take action to implement all necessary modifications to ensure compliance to the relevant IOM policies, especially on Data Protection and Information and Communications Technology (ICT) standard on data and information security.
Design and implement mechanism and operational frameworks for data and information sharing and dissemination for key stakeholders, considering the overall aspect of data sensitivity and accountability.
Design, coordinate and ensure adequate knowledge management and capacity building activities, develop Standard Operating Procedures (SOPs), guiding tools, training and IM support packages and lessons learnt throughout the implementation of the programmes.
Lead the research efforts to design and implement large scale assessments and thematic surveys as per regional programme needs, promote their dissemination and usage among the international community and governmental stakeholders.
Establish, strengthen and maintain working relationships with external stakeholders including UN partners, governments, International and local Non-Governmental Organisation (NGOs) and potential donors to coordinate and promote new activities, facilitate the implementation of ongoing activities, and to raise funds for new projects. Represent IOM at national, regional and international meetings, coordination mechanisms, seminars, conferences and other events where these projects are being discussed.
Regular travel to relevant countries in relation to leading field missions, advising and guiding relevant field staff, donors, or other project partners to achieve programme objectives and ensure the effective and efficient implementation of all activities.
In coordination with Global DTM Coordinator and as required, support and enable the provision of technical support to DTM implementation globally to ensure that operations are technically sound, adequate to the context, harmonized and consistent with the global guidance and best practices.
Coordinate with and support to Global DTM Support team in the development and roll out of global tools, methodologies, and processes as required and in coordination with Global DTM Coordinator.
Ensure the integration of gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all activities and promote the mainstreaming of cross cutting issues, especially on Protection.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with seven years relevant professional experience or;
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Experience in managing regional projects and coordinating quantitative and qualitative data research study, including desk review, data management and analysis;
• Proficiency on data management or data analysis software, e.g. MS-Excel is an advantage;
• Experience in humanitarian emergencies;
• Experience in the development and implementation of assessment and information management activities;
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
• Experience and knowledge in the Middle East region and its migration context;
• Experience to coordinate project activities across multiple countries is an advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
