ACCOUNTABILITIES
Key relationships: MEAL Field Staff, Project staff, Grant staff, Field Staff.
General objective of the position:
The MEAL Officer is responsible for Monitoring and Evaluation for projects, manage SAMS complaints and response mechanisms, produce regular reports regarding accountability
Main tasks and responsibilities:
Monitoring and Evaluation:
· Work with MEAL manager in developing a relevant and appropriate monitoring and evaluation plan.
· Lead in developing M&E tools/templates that support monitoring and evaluation SAMS projects in Turkey.
· Lead in developing a responsive, functional and appropriate feedback mechanism which can improve current project implementation and guide future programming.
· In coordination with project team, conduct periodic monitoring field visits and ensure the documentation of field visit results.
· Devise and manage a MEAL training program with the goal of increasing capacity and awareness of MEAL for all staff, including regular and scheduled inductions on MEAL for all new staff (if needed).
· Support proposal development processes by providing inputs to narrative and financial planning, including the development of appropriate (SMART) indicators, costing for MEAL activities and contributing to Performance Management Plans.
Coordination and representation:
· Identify external, third party stakeholders that can undertake monitoring/evaluation visits and facilitate and supervise their activities.
· Network with other agencies undertaking similar activities to learn M&E system implementation in similar contexts.
Accountability:
· Manage SAMS complaints and response mechanism (CRM) system and ensure the effectiveness of CRM system for both SAMS Syria and Turkey activities.
· Follow up on outstanding beneficiary feedback with relevant departments and beneficiaries.
· Ensure key information reaches beneficiaries using a number of methods (leaflets, orientation, help desk). Ensure that all beneficiaries proper receive their benefits.
· Plan and conduct training sessions of relevant staff members to support and ensure quality implementation of accountability mechanisms and information provision plans.
· Receive, process and respond to beneficiary feedback and complaints and guide beneficiaries seeking help through SAMS complaints and feedback mechanisms.
· Engage with all relevant stakeholders, NGOs and UN agencies to ensure a coordinated and consistent approach to accountability.
Document and share outputs and lessons learned:
· Produce regular reports on M&E activities to support learning under similar conditions as an aid memoire and to facilitate any follow up.
· Document good practice examples and challenges of monitoring and accountability.
· Document lessons learned and recommendations.

THE CANDIDATE’S REQUIREMENTS
Mandatory Qualifications required
· University Degree related to filed, such as: English Literature or MIS, or other.
· Minimum 1-year experience in humanitarian accountability design and implementation.
· At least 2 years’ field experience working in international relief and humanitarian affairs.
· Self-starter who can work independently under pressure.
· Committed employee with a high amount of initiative, collaboration, forward-thinking, team spirit and humor.
· Familiarity with humanitarian accountability standards and other international quality, assurance mechanisms, including Sphere, Humanitarian, Accountability Partnership, Do No Harm, People in Aid Code of Good Practice, etc.
· Ability to work in and contribute to team building environment.
· Cross-cultural sensitivity, flexible world view, and emotional maturity. Fluent in Arabic (reading, writing and speaking are mandatory) and good English.
· Excellent written and oral communication skills. Experience integrating international humanitarian standards in emergency programming (including humanitarian accountability).
· Experience in project design, proposal development, and writing reports.
