SCOPE OF WORK
The purpose of the Analysis, Design, Monitoring, Evaluation and Learning (ADMEL) Manager post is to support high-quality programme design; ensure optimal data collection and use for programme management decision-making and evaluation; and foster on-going organisational learning. The position reports to an in-country programme director, with support from an M&E technical director at Headquarters.

TASKS AND ACTIVITIES:
In order to accomplish this, the ADMEL Manager will be responsible and accountable for the following tasks and activities:
RESPONSIBLE
The ADMEL Manager is responsible for:
· Working with the programme team to understand data needs for programmatic decision-making and reporting, and ensuring needs are met.
· Working with the data unit to produce monthly thematic analyses and reports.
· Working closely with the ADMEL and programme teams to support data-informed decision-making and evaluation.
· Periodically briefing project team to explain data analysis.
· Contributing to the planning and facilitation of review sessions with the project team, for a periodic evaluation of programme implementation.
· Other tasks as directed by ADMEL Director.
ACCOUNTABLE
The ADMEL officer is accountable for:
· Managing the implementation of the third-party monitoring (TPM) project, commissioned by Mayday Rescue and subcontracted to an external implementer and the higher-level liaison with the third-party monitoring implementer.
· Securing the procurement of TPM services in compliance with Mayday Financial and Procurement Processes and Procedures.
· Leading on the development and management of TPM tools and update.
· Supporting the project and grant teams in data analysis and reporting when needed.
· Overseeing monthly TPM reporting and updates.
· Supporting log frame management and analysis for donor reporting.
· Supervising in-house data collection and analysis, report writing, and dissemination, including the performance of course evaluation surveys, interviews, and focus groups discussions.
· Managing and troubleshooting TPM cycles, deliverables, and ensure timely submission, archiving and organization of data and reports from the TPM implementer.
· Managing and updating the issues tracker and facilitating follow-up as appropriate within Mayday and White Helmets.
· Overseeing the work of the ADMEL officer(s) and the coordination of tasks between the Data and Information Manager and the rest of the ADMEL team.
· Management of primary data collection within Mayday, and maintenance of data collection tablets.
· Carrying out translation work required as part of the ADMEL team’s work.
CONSULTED
The ADMEL Manager shall be consulted in:
· Programme design and proposal writing, including theory of change development, logical framework design, mapping, and budgeting for M&E in country and global projects.
· Design and update, as needed, of monitoring and evaluation plans for each grant, identifying synergies across plans where possible.
· Planning and implementation of M&E across activities, in compliance with agreed M&E plans.
INFORMED
The ADMEL Manager should be informed of all relevant team communications necessary for the carrying out of the ADMEL Manager’s job, including but not limited to the planning of project and activities under the programme theory of change.
Qualifications, Education, Experience and Competencies
· A bachelor’s degree in economics, statistics, public policy, international development, or other social sciences; a master’s degree in evaluation is a plus.
· At least 3 to 5 years of field-based monitoring and evaluation experience, including research tools design, data collection and analysis, and demonstrated knowledge of mixed research methods.
· Experience in data visualisation, e.g. GIS mapping, creation of infographics is desirable.
· Basic experience in information management or working with large programme datasets.
· Strong knowledge of Excel and other data management tools required; experience in database development desirable.
· Fluency in English and Arabic. Strong writing skills in both languages are required.
· Experience living/working in the Middle East/North Africa region is highly desirable. Experience working in remote settings highly desirable.
