Required Knowledge / Qualifications and Education:

Masters of Business Administration, development, disaster management, NGO management, humanitarianism or related subject preferred. Relevant experience may be considered.

General Work Experience:

5+ years of management experience in the humanitarian field with good leadership and supervisory skills to lead and motivate teams; coordinate group activities, ensuring that roles, policies and procedures within the team are clear. Has the flexibility to swiftly deal with multiple and often complex tasks in an effective manner. Patient and good communicator who can function in an organization employing a multi-cultural team. Previous experience in a humanitarian setting is preferred, as well as experience in operation management. Good understanding of the Syrian and Turkish contexts. Must have experience of office management, teams and operations for large and diverse organization in a stressful environment. Experience of working through partner organizations will be viewed positively.

Role Purpose:

The Senior Manager for Operations oversees the support functions of project implementation with focus on Admin, HR, Logistics, fleet management, Safety & Security, IT, and field offices management. This involves close coordination with Programs, MEAL and Finance departments and ensuring awareness of and compliance with Suriye Yardim Dernegi (SYD) and donors’ policies and procedures in those departments.

The post holder plays a key role in external representation, legal compliance, and taking leadership in administrative and operations management priorities. The post holder is a member if the organization’s senior management team.

Duties and Responsibilities:

· Playing a leadership role within the senior management team making significant contributions towards the SMT terms of reference.

· Participating in risk management processes across the country office.

· Participate in change management initiatives in the country office, and lead change management within the operations team to ensure that staffing and structure is fit for purpose.

· Coordinating enabling functions at the country level for effective delivery and field support.

· Set departmental priorities and plans, and ensure these are translated into clear individual work plans and development plans for all operations staff.

· Directly supervising the programs support units: Admin, Logistics, HR, fleet, Safety & Security, IT, and Area coordinator in Turkey, and ensuring that they are developed in line with accountabilities agreed with other departments.

· Supporting field managers in all aspects of IT, administrative, human resource, Logistics and safety/security management to ensure adherence to SYD policies and procedures, donor requirements and country program strategy. This requires monthly visits to field offices inside Syria.

· Holding regular meetings with Area coordinator and Field offices managers to ensure information sharing, knowledge transfer and adequate planning are taking place.

· In coordination with senior managers, support in developing and implementing policies, procedures and guidelines, as appropriate to enhance the smooth running of the programs.

· With the support of senior managers, work with the Field Office Managers to plan, build capacity and build a strong harmonized field system of work.

· Working in coordination with Senior Management in preparing short and long term operational and strategic plans for the organization.

· Representing SYD at relevant meetings with government officials, contractors, other NGOs, etc., reporting back as applicable.

· Responsibility for development and monitoring of defined sections of the operating budget with support from the finance department.

· Contribute to the development of country strategies to ensure that information gathered through the implementation cycle feeds into the development of future strategy.

Skills:

· Languages : Fluency in English and Arabic (reading, writing and communication) is essential

· Turkish language is an asset.

· Excellent computer skills and proficient in Excel, Word, Outlook, and PowerPoint. Knowledge of management tools such as MS Project is an asset.

· Excellent experience in Program and Project Management.
