Project Summary:
Creative is seeking a Project Manager for an anticipated U.S. Department of State-funded project in Syria, Iraq, and Yemen. The project will focus on working with stakeholders to understand and support access to accurate information in the region as well as across the project countries. The Project Manager will work closely with the HQ and regional teams and will be responsible for amending systems in place to guide activities through the Activity Cycle, from concept to closure, working with and through multiple teams: Programs, Grants, and Finance.
Position Summary:
The Project Manager works under the supervision of a Project Director or their designee and performs a variety of complex work assignments within their project area with a project implementation focus. The Project Manager may assume responsibilities for projects up to $3M in funding. Work involves guiding activities through work plans from concept to closure, working with and through multiple teams and ensuring continued coordination and collaboration between HQ and the field. The Project Manager may oversee junior staff providing project backstopping support for financial, contractual, and programs. The Project Manager may travel regionally for field activities and contributes to the successful and compliant implementation of project activities. This position identifies and works with the Project Director to solve potential problems through professional backstopping and project management skillsets. The Project Manager drafts relevant programmatic documents and reports; coordinates operational, research, and logistical support to project staff and consultants.
Reporting and Supervision:
The Project Manager will report directly to the HQ-based Project Director, or their designee.
Primary Responsibilities:
- Propose, put in place, and oversee mechanisms to ensure that activity development and implementation are in line with activity aims and program objectives, and drive continuous improvement in process and outcomes;
- Directly oversee the field teams to make sure project conducts are all in compliance to Creative policy and U.S. government regulations;
- Directly oversee the coordination mechanism between Programs, Procurement, Operations, and Program teams, ensuring activity development and clearance keeps pace with demand and remains compliant with program strategy and rules/regulations;
- Guide programs and/or procurement teams in the field or in HQ in activities/programs development and design where necessary;
- Propose, put in place, and oversee mechanisms that support remote oversight of program implementation to ensure activities deliver to intention and to schedule and drive continuous improvement in process and outcomes;
- Contribute to weekly, quarterly, and ad hoc reporting coordinating with the Monitoring and Evaluation team to ensure project specific objectives are met;
- In collaboration with the Project Director, develop and put in place Knowledge Management functions for the program, supporting the commissioning of research efforts as part of the project Monitoring and Evaluation (M&E) portfolio, establishing feedback processes to ensure that activity lessons and research outcomes routinely feed into and inform the activity design process;
- Travel to other cities in the region on as needed basis to ensure that activities are conducted in line with the approved workplan;
- Coordinate with procurement and operations team, as needed, to ensure effective project design and development of activities; and
- Perform additional tasks as reasonably assigned.
Required Skills & Qualifications:
- Bachelor's degree in a relevant field and up to eight (8) years of relevant experience, or a master’s degree and five (5) years of relevant experience;
- Experience supervising the work of junior staff members;
- Considerable skill and experience in U.S. government donor regulations;
- Experience in an international development donor funded setting and interacting with client representatives and other project stakeholders;
- Experience in writing reports; developing and monitoring proposal and project budgets;
- Experience organizing and managing program/project knowledge/information;
- Strong writing and editing skills; excellent communication, organizational, and analytical skills;
- Ability to work well in a team environment as well as independently;
- Ability to multi-task under tight deadlines; ability to travel regionally on short notice;
- Comprehensive knowledge of Microsoft programs (Excel, PowerPoint, MS project, etc.);
- Fluency in English required;
- Fluency in Arabic required; and
- Authorization to work in Turkey.
