Turkey: Chief Operations Officer

The CoO will work from Gaziantep where the field team is based for cross-border operations and under the supervision of the Head of Mission (HoM) based in Istanbul. The Turkey field team is under authority of the Head of the Stabilisation Unit in Paris.

The CoO will assist the HoM in coordinating EF’s response to the Syrian crisis, in line with EF and French MFA’s stabilisation strategy. He/She will provide direct support to the Head of Mission (HoM) in the daily management of projects implemented in Syria from Turkey (Gaziantep). The CoO will also manage a team of around 10 people and will be responsible for the organisation of the field team and delivery of tasks. The CoO will represent EF before international and local stakeholders in Gaziantep and will be in charge of the safety and security of the mission.

Project Coordination and Supervision

· Coordinate the implementation of projects in Syria from Turkey.

· Participate in the closing of projects and grants with partners

· Support and supervise programmes managers in the implementation of projects and activities: provide counselling, solutions and orientation to the project management teams;

· Analyse and select projects submitted by partners for financing within the framework agreement defined by Expertise France;

· Review project workplans and ensure that timeframes are updated and respected

· Maintain activity planning tools updated on a regular basis and ensure they are communicated to HQ.

· Ensure that EF procedures are applied when it comes to legal commitment, payments, procurement etc.

· Supervise the Monitoring and Evaluation team and ensure quality of deliverables, efficiency and transparency of projects implemented by EF;

· Ensure that reports are delivered in a timely and professional manner;

· Collect information and participate to the development of new project opportunities

Human Resources Management

  • Support the Head of Mission based in Istanbul - in the daily management of the team based in Gaziantep and working on the Syria programme;
  • Provide support and orientation to local and international staff
  • Supervise the recruitment of local staff to manage projects;
  • Define employee line management, objectives and carry out regular performance assessments for each employee;
  • Maintain good and efficient work conditions in order to meet programme objectives;
  • Ensure knowledge transfer and team capacity;
  • Develop and strengthen internal rules and procedures through the creation of new tools, forms and policies in order to structure and organise the field office
  • Updated tools in HR needs and plan in accordance to projects (and closure of projects)

Field Office Administrative Management

  • Supervise the admin and finance team in charge the field office’s financial reporting
  • Validate expenses linked to the field office’s running costs
  • Lead contractual engagement at the field office’s level (office, car rent, special organisation etc.)
  • Contribute to the closing of the office (if necessary): final reporting, transfer of assets, notice of contracts, logistics around office’s assets, collection and shipping of archives
  • Supervise Logistics Officer in his/her daily tasks: ensuring office supplies, functional work environment, organise travels and seminars etc.

Representation and Coordination

  • Under the lead of the HoM, work in strict coordination with the diplomatic team of the French Embassy in Ankara and the General Consulate of France in Istanbul
  • Represent Expertise France at the local and national level with Turkish authorities, implementing partners, donors and international agencies
  • Supervise the reception of mission (consultancies, HQ mission, donors’ visits etc.)

Act as Officer in Charge (OiC) of the Syrian programmes in the absence of the Head of Mission.
