Do you want to make a difference? Join the world’s largest humanitarian network. The Canadian Red Cross Society (CRCS), a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Program Manager, Palestine.
Under the direction of the CRC Regional Representative, Middle East and North Africa (MENA), the Program Manager, Palestine is responsible for successful implementation of the Humanitarian Support to Palestine Red Crescent Society (PRCS) Project as well as broader representation of Canadian Red Cross (CRC) with partners in Israel and Palestine.
RESPONSIBILITIES:
1. Project Management (70%)
Ensure the successful implementation of the CRC-PRCS Humanitarian support project, in close collaboration with the Palestine Red Crescent Society (PRCS) and Red Cross Movement (RCM) partners.
· Ensure successful implementation of all project activities as per identified program operating principles and within established budget and timeframes
· Oversee and ensure compliance requirements (financial and program reporting) to meet obligations with back donors
· Maintain effective project management and tracking tools, ensuring real-time access to information on the project
· Manage an on-going project timeline of activities, with identified and continually assessed contingency plans and alternative activity/budget options
· Participate in the design and management of evaluation activities for CRC supported project activities
· Liaise closely with the Health Manager, MENA on technical health aspects of the program
· Ensure CRC Regional Representative, MENA is regularly informed and updated on major project activities and milestones, and is notified of any critical constraints, changes or challenges to project implementation that could result in risk to relationships with key stakeholders
· Promote and adhere to Movement policies, strategies, procedures, guidelines and quality standards, operational planning and budgeting for all project activities
· Identify opportunities to strengthen and improve project activities and propose recommendations for future proposals. Support additional project proposal developments as may be requested.
2. CRC Representation and Coordination (20%)
In close consultation with the Regional Representative, ensure the effective representation of CRC in Israel and Palestine. This includes ensuring supportive relationship building and close coordination with partners, including the Palestine Red Crescent Society, the Magen David Adom, the International Committee of the Red Cross (ICRC), International Federation of Red Cross and Red Crescent Societies (IFRC) and other RCM partners in country as well as the Canadian Representative Office in Ramallah.
· Act as CRC focal point in Israel and Palestine for actors
· Build and maintain knowledge, understanding and effective relationships with partners in country and work on consistently strengthening relationships
· Act as in-country project focal point for CRC management and technical teams, responsible for the organization of planning, monitoring and other National Office missions to Israel and Palestine
· Represent CRC in media and public forums, as coordinated with National Office and Regional Representative, MENA
· Constantly monitor, analyzes and assess the humanitarian situation, trends and gaps in Israel and Palestine.
3. CRC Program Management Support (10%)
Support the Regional Representative, MENA and CRC National Office in successful implementation of various MENA programs and/or other duties related to MENA as may be requested.
· Ensure understanding of the Palestine project within a wider context of the CRC MENA approach
· Provide input into briefing notes, contextual analysis and reference documents as requested Support in overall implementation and reporting on MENA programs as requested by Regional Representative, MENA
· Attend meetings on behalf of Regional Representative, MENA where requested
· Support CRC in the development of a MENA framework.
QUALIFICATIONS
Education and experience
· Minimum five years field experience in a related role with a humanitarian organization with at least two years experience in an international environment (preference given to complex environments)
· Relevant University degree, with preference to disaster management or similar
· Demonstrated experience in overseeing project planning, implementation, monitoring, evaluation and reporting, ideally in complex environments
· Strong diplomacy skills with previous experience in representational roles and liaising with numerous stakeholders.
Abilities and skills
· Excellent communication skills, both verbal and written, in English. Fluency in Arabic an asset
· Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task.
· Demonstrated solutions oriented manager, with proven analytical skills
· Demonstrated commitment to the principles of the RCM; previous RCM experience a strong asset.
WORKING CONDITIONS
This position will be based in Ramallah with field travel as permissible. The delegate will be bound to security guidelines as part of the Red Cross Movement. The ability to work in a high risk, fluid and evolving situation is required, as is the ability to work in stressful and often ambiguous conditions.
