Background:

Relief Experts Association (Yardim Uzmanlari Yardimlaşma ve Kalkinma Derneği) is a humanitarian organization registered in Turkey to provide multisector humanitarian assistance in Turkey and other countries. Relief Experts Association started its operations in Turkey and northern Syria in 2018 with focus on health and community support. Relief Experts Association main projects are the community health project in Idleb and Aleppo in addition to supporting PHCs in Atareb and Termanin.

Role Summary:

The Program Officer is a health professional responsible for providing technical and programmatic support to the program team, support project design, reporting, quality control, reporting, development of project tools and IEC material, review and analysis of projects data, support REA and health directorate staff and in the oversight of the project in Syria.

Essential Responsibilities

• Provide technical support to the Program Managers in implementing projects activities.
• Review project proposal materials and develop a detailed implementation and monitoring plan for the assigned projects.
• Identify, hire and train key health staff in each project.
• Connect with the Syria-based staff regularly to provide a briefing on proposed activities, implementation and monitoring plan and roles and responsibilities of each team member.
• Support in developing donor reports.
• Assist to promote and encourage community participation in and ownership of health activities at the community level.
• Where appropriate, work closely with partner organizations in completing the above tasks.
• Develop IEC material for program activities
• Support the program team in ensuring the quality of services provided by the health projects in Syria.
• Facilitate successful coordination of activities and ensure transparency and accountability to all stakeholders.
• Attend relevant coordination cluster meetings, report REA activities, and record important information, and network with key stakeholders.
• Stay alert to humanitarian needs in Turkey and northern Syria and assist with the development of and submissions of new proposals for interventions.
• Assist with program operations, ensuring compliance with REA ‘s policies and procedures, donor regulations and local laws.
• Provide support with monitoring and reporting of all program activities.

Professional Qualifications:

• Medical degree (medical doctor, dentist, pharmacist) with proven experience in health program management/support.
• 2 Years of relevant experience with INGO/NGO
• Proficiency in Microsoft Office and Google software, particularly Google Drive, Gmail, Google Docs, MS Word and MS Excel
• Very good Arabic & English skills. Turkish language proficiency is an asset

• Reporting and presentation skills.
