Turkey: Istanbul Refugee Support Programme Manager

Support to Life (STL) is an independent humanitarian agency working in the field of disaster risk reduction, disaster preparedness, and emergency response in Turkey and the surrounding region. With an emphasis on community participation, STL works at a grassroots level to build local capacity, mitigate the risks and impact of disasters, and support those in need in meeting their basic needs and rights.

In line with its mandate STL currently has the following main activities:

· Relief aid and protection for Syrian refugees: in response to the increasing number of refugees in Turkey, STL is supporting refugees living outside camps in the Turkish border area with a food security programme, and providing psychosocial support through the establishment of Community Centres;

· Child labour in seasonal agricultural work: STL has been working with at-risk children, sensitising farmers and raising awareness among the public in an effort to contribute to eliminating child labour;

· Civil Society Disaster Platform: in collaboration with partners, STL has launched a platform that will bring together civil society actors in sharing information and coordinating projects related to disaster management in Turkey.

Main duties and responsibilities

1.Programme management and development

  • Supporting the Program Coordinator to develop STL programmes’ strategies
  • Developing concept papers and project proposals including logical frameworks, work plans and budget in collaboration with the Program Coordinator, Quality Management Team, Project Managers and the related STL Departments
  • Providing the Project Managers support, including:
  • Supporting in creating and implementing effective work plans;
  • Guiding Project Managers in developing the Communication, Logistical and Financial plans
  • Providing assistance and feedback on Project Managers’ routine reports.
  • Guiding project staff in conducting situation analyses and needs assessments
  • Identifying gaps in the management of projects and operations, and supporting the Finance and Logistics Teams and Project Managers in undertaking action for their improvement
  • Ensuring information flow, communication and coordination among all Istanbul staff, STL projects and operations departments, namely Finance, Logistics and Safety/Security, as well as with STL HQ in Istanbul
  • Ensuring that all project documentation (paper and electronic) is up to date and stored in an effective and confidential way
  • Identifying new interventions needed to address needs of the target group.

2.HR management

  • Supervising staff management in the project, in coordination with the Programme Coordinator and STL HR Team, and ensuring that all people under his/her supervision are properly managed.
  • Day to day supervision and supporting Project Managers and Project Teams
  • Defining together with the Programme Coordinator and STL HR Team, the HR needs in the mission, the optimum formation of team, organization and decision-making channels (organisational chart).
  • Overseeing that all staff has proper contract with required documentation and all rights of the staff has been provided as stated on their contract
  • Defining, reviewing and updating job descriptions of all staff placed under his/her direct supervision.
  • Supervising the managerial level recruitment of project and operations team members and providing orientation and mentoring to Project Managers as necessary
  • Ensuring the optimum induction of any new staff starting to work in the project (presentation, induction plan, briefings, follow up).
  • Identifying the personnel showing potential within the staff working in the project.
  • Undertaking evaluations of the staff under his/her direct supervision, in line with STL evaluation policy
  • Assessing training needs for the staff under his/her supervision

3.Finance, administration and logistics

  • Contributing to the definition and update of project budgets, in collaboration with the STL Finance Team
  • Ensuring that the project budgets are used according to the proposed financial plan
  • Following work plans of logistics and finance activities and providing support to Logistics and Finance teams
  • Periodically analysing the finance and logistics systems, structures and reports to ensure that overall financial management and logistics management is being effectively handled

4.Monitoring and reporting

  • Conducting monitoring visits to project sites to provide input to quality management as well as training and guidance
  • Ensuring that reporting guidelines, policy and procedures of STL and donors are taken into consideration.
  • Reviewing bi-weekly, monthly and quarterly progress reports prepared and submitted by Project Managers

5.Representation, networking and external communication

  • Establishing contact and maintaining communication with project stakeholders in Istanbul
  • Representing STL with major stakeholders such as public authorities, local governments, INGOs, national NGOs, Embassies, UN agencies, donors, and others in Istanbul
  • Ensuring that relevant information flow takes place from projects to STL Communication and Fundraising department for improving external communication, PR, and fundraising**Person specification**

Education and training:

· Essential: university degree

· Desirable: degree/diploma in project management or other related studies

Languages:

  • English and Turkishessential

Experience:

  • Essential: minimum three years’ experience in a related project management position
  • Desirable: work experience within the humanitarian/NGO sector; experience working in challenging environments with diverse teams

Knowledge:

  • Essential: computer literacy (Word, Excel and Internet)
  • Desirable: Knowledge of donors and experience of developing proposals; ability to analyze information, evaluate options and to think and plan strategically

Competencies:

  • Team work, cultural sensitivity and communication
  • Manages self under pressure and stress, and maintains ethical and professional conduct
  • Manages work effectively, systematically and strategically, in the face of competing demands and priorities

  • Manages team effectively, providing motivational leadership and showing ability to delegate, negotiate and make decisions
