occupied Palestinian territory: Junior EU Aid Volunteer in Administration and Logistics in Palestine

WEWORLD-GVC have different offices across the WB, East Jerusalem and Gaza strip, accordingly those offices located in different areas and for this the security level system is different in each area as follow: each office area has specific and different SOPs and procedures and the security level subject of change up on regular security assessment.

The country doesn’t have any specific health risks and no endemic and epidemic threats are present. EU Aid Volunteers do not need any vaccination or prophylaxis. All EU Aid Volunteers are covered by an international health insurance which gives access to health facilities both in Palestine than in Israel.

TASKS

Project Administration Support

• Support the finance department: supervising the supplies according to the internal procedures and those of the different donors;
• Supporting the projects managers in the preparation of tenders;
• Managing the transport, ensuring an effective and safe transport planning, the regular update of all documents regarding registration/insurance, vehicles logbook as well as the monitoring of fuel consumption.

Logistics

• Supervising and monitoring the logistics for GVC’s projects and support the monitoring of possible logistics response of the mission in case of emergency;
• Organizing the offices and the archives: paper and digital (projects documents as well as other documents such as contracts, reception fees and any other relevant document).

Communication and Awareness on EU Aid Volunteers Initiative

• Promoting local volunteerism in disaster risk reduction, prevention and response;
• Promoting the participation of GVC in relevant volunteering-related networks and events (e.g. national platform, UNV, France Volontaires, etc.);
• Training local volunteers on organization and implementation of volunteer-based activities, when applicable;
• Promoting partnerships and collaboration between local and European organizations;
• Drafting and publishing articles describing volunteer's experience in the field;
• Gathering audio-visual materials to be used in public awareness activities in the volunteer's local community in Europe;
• Organizing and carrying out a public awareness activity, in coordination with the NGOs partner of the project, once back in Europe.

Other

The EU Aid Volunteer shall perform other duties, as required.

REQUIRED COMPETENCES

Studies

  • Political Science, International Cooperation and development, Business Management, or Accountancy;

Languages

  • Fluent in English, both written and spoken;

Skills

  • Planning, organization and resolution capacities;
  • Experience in logistics management in emergencies;
  • Good knowledge of procurement procedures and management procedures of different Institutional donors;
  • Adaptability;
  • Team working;
  • Intercultural awareness and respectful attitude towards other customs and traditions;

Experiences

  • 1 year of working experience in relevant fields;
  • Desirable previous experience in developing countries;
  • Prior volunteer experience is an asset.

CONDITION OF SERVICE

Learning Opportunities

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment.
The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.
The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Working and Living Conditions

Length of Apprenticeship:
• 4 months;
Apprenticeship duty station:
• Bologna, Italy, GVC HQ;

Conditions of service during the Apprenticeship:
• A monthly Subsistence Lump Sum (526,27 Euro per month) intends to cover basic needs and local transport;
• A contribution for the accommodation in Bologna is foreseen;
• The working calendar will be corresponding to the agenda and system established in the HQ;
• For each month of voluntary activity two days of rest are foreseen;

Hosting Organization:
• The Hosting Organization for the present deployment is GVC Palestine.

Length of Deployment:

• 4 months;
Deployment duty station:
• Jerusalem;

Conditions of service during deployment:
• A monthly Subsistence Lump Sum (489,38 Euro per month) intends to cover basic needs and local transport.
• In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen;
• Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization;
• The working calendar will be corresponding to the agenda and system established in the field;
• For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment;

Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months;
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months.
Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Eligibility and exception criteria

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence from 25th of September to the 9th of October 2019;
• Pre-deployment induction in WE WORLD-GVC HQ, in Bologna at the end of November 2019;
• Apprenticeship starting from 15th of January 2020;
• Deployment starting from 15th of May 2020.

Minimum Requirements

Candidates must satisfy the requirements set out in Regulation (EU) No 375/2014 of the European Parliament and of the Council of 3 April 2014 establishing the European Voluntary Humanitarian Aid Corps ("EU Aid Volunteers initiative"), which include having a minimum age of 18 years old and being a citizen of EU or a third country national who is a long-term resident in an EU Member State.

Shortlisting and Interviews

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.
• Submission of applications: from 12/07/18 to 12/08/2019;
• Shortlisting and interviews of the candidates: from 13/08/2019 to 22/08/2019.

In case of changes of the dates, the candidates will be notified.

Interview Process

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The selected candidate/s for each vacancy will be notified by 31/08/2019. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;
• PLEASE NOTE THAT MORE THAN ONE CANDIDATE PER POSITION WILL ATTEND THE TRAINING;
• THE FINAL DECISION ABOUT THE CANDIDATE TO BE DEPLOYED WILL BE TAKEN JUST BY SENDING AND HOSTING ORGANIZATION AFTER THE TRAINING.
