CARE is a leading humanitarian organization fighting global poverty. CARE in Turkey, in association with partner organizations, is providing humanitarian support to people affected by the Syrian crisis. CARE is implementing multiple grants through a range of different partnerships.
CARE International in Turkey is pleased to announce a job opening for the position of Project Manager – Governance & Capacity Development.
Job Summary
Under the Program Manager’s guidance and supervision, the Project Manager will be overseeing the implementation of a new initiative through which CARE and its partners seek to contribute to improved basic service deliveryby enhancing the capacity of local governance and civil society actors in northern Syria. The program will consists of an intensive training program for civil society actors and local governance actors. The training program will run for 15 months and cover topics such as: internal governance; accountability; humanitarian principles; project planning, management & implementation; budgeting and financial management; and information management. In addition, small grants will be awarded to local civil society organizations through a competitive process for the implementation of small-scale humanitarian and development projects.
The training program will be delivered through implementing partners. Hence, the post-holder will be working closely with these partners in ensuring successful project implementation. In doing so, the Project Manager will be responsible for ensuring that the project meets the highest quality and accountability standards for internal (partners, client/beneficiaries and CARE country office and CI members) and external (donors) clients. The Project Manager will also ensure that all work plans are prepared and implemented according to schedule and assist the Program Manager with the coordination of appropriate technical expertise required for the successful and accountable implementation of the governance and capacity development program.
Responsibilities and Tasks:
Job Responsibility #1
40%Project management and accountability
· Manage and oversee the successful completion of project activities including advising partners on a day to day basis to ensure the effective and accountable management CARE’s governance and capacity development program;
· Ensure compliance (including by partners) with contractual obligations, including all donor and CARE policy, procedures, rules and regulations;
· Conduct regular progress review meetings with partners to ensure project activities is implemented as per agreed work plans;
· Ensure timely and accurate reporting program activities, achievements and challenges and ensure a continuous and smooth information flow between the various stakeholders on CARE’s governance and capacity development program;
· Support partners in meeting reporting requirements;
· Monitor project expenditures in coordination with partners and CARE’s program manager and Grant & Contracts Officer;
· Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational, and pro-actively engage in contingency planning to ensure that the Governance and Capacity Development program is adaptable to changing circumstances;
· Coordinate and collaborate with technical specialists and contracted trainers as needed.

35% Partners liaison and capacity building
· In liaison with CARE’s Partnerships Coordinator, build partners’ capacity to implement and report on agreed management and monitoring procedures;
· Closely collaborate with implementing partners on the Governance & Capacity Development to develop their work plans;
· Identify priority areas for capacity building and work with the Program Manager and Partnership Coordinator to provide additional training and support;
· Identify technic support needs of the partners and identify appropriate resources and support providers.

10% Program Design
· Assist the Assistant-Country Director for Programs in contributing to developing new program ideas;
· Maintain a sound understanding of the operating context, and the needs and opportunities for both humanitarian and recovery programming.

10% Staff Supervision and Representation
· Supervise, coach and mentor assigned project staff;
· Together with partners, represent CARE at appropriate NGO/UN forums and cluster group coordination mechanisms.

Experience
Required
· Three years of experience of which at least one in a not-for-profit humanitarian organization;
· Experience in managing and implementing programs in humanitarian contexts aimed at strengthening governance and/or building capacity of civil society organizations;
· Knowledge of the Syrian context;
· Demonstrated ability to work in partnership with other organizations.
Desired
· Ability to work in a multi-cultural environment;
· Experience in training and/or coaching of civil society organizations.
Technical Skills Required
· Excellent project management experience in complex emergency contexts;
· Familiarity with projects involving training and capacity development;
· Gender awareness and a commitment to gender equality as well as proven commitment to diversity, accountability and inclusive governance;
· Strong coaching, training and mentoring skills;
· Strong awareness of safety, security and risk management best practices;
· Good oral and written communication skills;
· Excellent command of Arabic;
· Excellent command of English;
