The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 31 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.
We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

Country Office Background

Since 2009, NRC has been providing humanitarian assistance and promoting respect for international law in one of the longest-running displacement crises in modern history. Through our work across the West Bank, including East Jerusalem, and Gaza, we protect and assist Palestinians affected by, or threatened with, displacement. We provide legal counselling to promote human rights, and work to improve shelter, water and sanitation facilities and essential services. We support the provision of quality education, with a focus on psychosocial support for children and teachers, and help communities prepare for, and respond to, emergencies. We advocate for the rights of displaced Palestinians locally and internationally. We invest in coordination mechanisms to help improve the effectiveness and responsiveness of humanitarian action across Palestine.

NRC is now looking for a dedicated Country Director that will be leading NRC’s work in Palestine.

For this key role our ideal candidate is:

A highly experienced professional, with a minimum of 5 years’ experience working as a Senior Manager/Country Director in humanitarian or recovery context. A university graduate with an advanced university degree in a subject relevant to humanitarian action, human rights, or refugees. Strong leadership skills and proven results related to the position’s responsibilities, including financial and performance management are needed, in addition to sound knowledge of the context in the Middle East, particularly Israel and Palestine.

We are looking for a strategic thinker, who is able to handle high-pressure environments, can build trust and empower others, and who has the ability to build alliances and influence others. Having a good sense of humour is always a useful asset.

Key Responsibilities:

The Country Director will lead the Country Management Group in Palestine and is a member of the Regional Senior Management Team, under the leadership on the Middle East Regional Director. Key stakeholders include Israeli and Palestinian Authorities, UN agencies, INGOs, local NGOs and civil society.

Though many additional challenges lie ahead for the successful candidate, key responsibilities of the role include:

  1. National representation

  2. Development and execution of country strategy

  3. Overall responsible for all activities, personnel and the country management group (CMG)

  4. Safety and security of all staff

  5. Country level advocacy

  6. Responsible for overall resource allocation, mobilization and control

  7. Responsible for cost efficiency

  8. Ensure adequate country structures and systems

  9. Learning, training and development for all staff, including a strategy for national staff development

  10. Adherence to NRC policies

Additionally, our Palestine Country Director will be responsible for:

  1. Further development and implementation of risk management, program criticality and compliance frameworks;

  2. Leading the shelter cluster and contributing to improving humanitarian coordination;

  3. Leading INGO coordination in Palestine through the Association of International Development Agencies (AIDA);

  4. Leadership and development of key Consortia;

  5. Directing advocacy and external policy engagement with the donor and diplomatic community.

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem, with regular travel to Gaza
