Position Summary: The Deputy Chief of Party manages grant administration, procurement and logistics, procurement related systems, security protocols and procurement/logistics staff. The incumbent will support program operations through ensuring the timely processing of grant documentation, procurement activities, efficient delivery of equipment, linking beneficiaries to vendor resources, management of program logistics, implementation of security procedures and overall program operations.

Reporting and Supervision:This position reports to the Chief of Party.

Specific duties and responsibilities include but are not limited to:

  • Organizes and coordinates organizational structure, staffing and workflow of Creative grants activities and administration for State Department-funded grants;
  • Actively initiates, contributes to the review and revision of Creative grants administration policies and procedures;
  • Implements Creative grants policies and procedures;
  • Oversees and manages the support and quality control for grants management processes;
  • Employ a customer focused approach to ensure the highest quality of operational procurements support to Media Program offices in Gaziantep;
  • Provides oversight and guidance for all operations related procurements;
  • Establishes efficient operational procurement systems that will reduce overhead costs and produce cost-effective systems;
  • In coordination with the Finance Manager, ensures all procurements are in accordance with the standards and protocols and proper record keeping and reporting practices of Creative and the Department of State;
  • In coordination with the Finance Manager, oversees the sourcing of quotations, preparation of bid summaries and purchase orders;
  • Manages all aspects of operational procurement and work to ensure all procurements are developed and progressed in a timely and cost effective fashion;
  • Determines procurement requirements, identifying the most appropriate alternatives;
  • Provides accurate reports and timely responses to questions and queries on grant and procurement activities;
  • Takes overall responsibility for training staff in grant, operations and procurement processes and practices including mentoring and training in the field;
  • Develops knowledge of communications equipment available on the market and constantly researches new products and developments in technology available;
  • Manages BIS license tracker, compliance and reporting;
  • Works with program staff, HQ, and project awardees to order equipment; ensure that equipment is delivered on time to project locations and collect inventories from recipients to verify that all equipment shipped was received;
  • Directly manages the procurement tracker and updates it with each procurement;
  • Works with program staff to reconcile grant and procurement paperwork;
  • Works with partners to strengthen their capacity to manage inventory and procurement systems; and
  • Continually monitors and analyzes security conditions in the country in general, security reports and information collected from field-based staff, local partners and other local contacts.

Required Skills & Qualifications:

  • University degree in business administration or related field;
  • Minimum five (5) years of experience in grant administration and/or operations;
  • Interpersonal, managerial, suppliers’ negotiation skills;
  • Minimum two years of experience working with international organizations / NGOs;
  • Minimum one year of experience implementing US Government programs;
  • Competent in the use of computers and Microsoft Excel and Word;
  • Good understanding and experience with USG grant regulations, budget and cost control management;
  • Experience with working in insecure environments; and
  • Excellent written and spoken English; Arabic language skills preferred.

This position is contingent upon donor funding.
