Turkey: Deputy Area Coordinator

Job Purpose

The Deputy Area Coordinator is responsible for assisting the Area Coordinator works to ensure program quality and operational implementation. The Deputy Area Coordinator supports Field Team to ensure that projects and programs address beneficiary needs and are implemented according to ACTED’s global strategy, donor guidelines, approved work plans and budgets. The Deputy Area Coordinator also assists with overseeing the day-to-day operations and security in the respective area.

Objectives

  1. Facilitate the creation of an enabling and productive working environment through internal communication and support the timely and quality implementation of projects in the area of operation
  2. Anticipate and mitigate risks ensuring operations in the area are compliant with ACTED finance, logistics, administration/HR, transparency and security (FLATS) procedures.

Duties and Responsibilities

  1. Internal Coordination and Project Implementation Follow-up

    1. Internal Coordination
  2. Facilitate interdepartmental communication and information sharing for a positive working environment

  3. Implement ACTED coordination mechanism at area level (WAM, MAR, FLAT meeting, etc.)

  4. ProjectImplementation Follow-up

  5. Support Project Managers in project implementation through trouble shooting and eliminating blocking points

  6. Monitor output achievement, cash burn rates and ensure a time completion of projects through review of PMFs, BFUs and project reports

  7. Ensure that relevant project information is up-to-date and manage program database to report required information to AMEU, PDD and relevant clusters.

1.FLATS Management

  1. Finance Management

  2. Support in the management of project budgets at area level to avoid under/over spending.

  3. Help with budget forecasting

  4. Ensure timely and accurate area finance reporting

  5. Coordinate between area and capital to ensure all required documents to release payments are compiled and compliant.

    Logistics

  6. Support the timely procurement and adherence to rules of origin and nationality at area level

  7. Ensure quality supply management at area level

  8. Ensure proper asset management at area level and enforce asset investment policy

  9. Ensure proper stock management at area level

  10. Ensure sufficient and reliable means of communication at area level

  11. Ensure timely and accurate area logistics TITANIC reporting.

Administration and HR Management

  1. Oversee transparent and timely recruitment of national staff and contribute to international staff recruitment upon capital request
  2. Ensure regular performance appraisal and career management for staff at area level
  3. Ensure timely and accurate area HR reporting
  4. Ensure timely exit forms

Transparency/Compliance Management***

  1. Minimize risk of fraud and corruption by ensuring adherence to ACTED FLATS procedures
  2. Ensure that staff is aware of ACTED’s transparency and whistle blowing policy.

  3. Security Management

  4. Ensure the offices and houses conform to recommended security, health and safety standards

  5. Ensure all staff in the area adhere to security procedures

  6. Ensure security incidents at area level are promptly reported to the capital.

    Key Performance Indicators

  7. Regular and timely holding of internal coordination meetings (WAM, FLAT meeting) and submission of reports to CD (MAR)

  8. Regular and timely submission of updated and accurate PMFs to capital level

  9. % projects in area which require a NCE

  10. % of projects in area with contractual targets/indicators met

  11. Number of complaints received from beneficiaries and % change as compared to previous year

  12. Regular and timely submission of area TITANIC reports

  13. FLAT folders are complete and sent to capital office in a timely manner

  14. % ineligible expenses incurred at area level and % change as compared to previous year.

  15. A minimum of Bachelor’s degree in related field.

  16. Extensive experience in diffrent aspects, at least 3 years of relevant professional NGO experience.

  17. Demonstrated communication and organizational skills;

  18. Ability to train, mobilize, and manage staff

  19. Flexibility and ability to multi-task under pressure;

  20. Ability to work well in unstable and frequently changing security environments;

  21. Proven ability to work creatively and independently;

  22. Advanced proficiency in written and spoken English is must.

  23. Knowledge of Arabic and Turkish experience with NGOs is highly desirable

  24. Legally allowed to work in Turkey
