The NRC legal assistance program is a leading actor in Palestine on Housing Land and Property, residency and freedom of movement, and other humanitarian and IHL issues. The role of the ICLA Specialist is to be responsible to design, develop and implement the ICLA programme in Palestine. While based in Jerusalem, the ICLA Specialist has responsibility for ICLA programs nationally.
The purpose of the ICLA Specialist position is technical development of the specific Core Competency (CC), strategic direction and quality assurance. The CC Specialist is responsible for mentoring, training and capacity build staff on CC technical capacity.
Job description
- GENERIC RESPONSIBILITIES
- Develop ICLA strategy, technical guidance and Macro LFAs
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
- Identify trends technical standards and donor priorities
- Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation
- Provide technical direction and project implementation support
- Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- SPECIFIC RESPONSIBILITIES
- Ensure NRC ICLA programs evolve to remain relevant to the changing context
- Ensure that ICLA programs address both programmatic and relevant policy issues
- Identifying synergies between ICLA and other NRC Palestine programmes
- Ensure cooperation and coordination between ICLA West Bank and Gaza projects
- Ensure appropriate assessments and needs analyses
- Identify synergies between ICLA and other NRC Palestine programmes
- Direct management of International Law and Research staff within ICLA
Qualifications
- Minimum 4 years of experience within Legal Assistance in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- ICLA expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Knowledge of the context in Palestine or the Middle East
- Knowledge of Housing, Land and Property and/or Residency Rights issues
- Knowledge of International Humanitarian Law
- Knowledge of the local language Arabic is an added value
- Fluency in English, both written and verbal
- Valid driver’s license
