Scope of Work
The Assessment, Design, Monitoring, Evaluation and Learning (ADMEL) Manager leads on the strategic innovation, design and implementation of Mayday’s impact evaluation approach, methodology and policies. This includes the design, development and delivery of Mayday’s organisational-level social and environmental net impact evaluation framework. The ADMEL manager is responsible for Mayday’s delivery of impact against its mission, at both organisational and programme levels. The ADMEL manager is responsible for the management, mentoring and development of an ADMEL senior officer.
Tasks and Activities:
Responsible
• Impact Evaluation Approach: Leads Mayday’s ADMEL function and the organisation’s approach to impact evaluation, using cutting-edge methodologies and trialling new systems to enhance the organisation’s ability to design, deliver, monitor and evaluate its operational impact against its mission.
• Organisational Performance Management: Responsible for monitoring and evaluating Mayday’s organisational and departmental performance to support its ongoing development and its commitment to delivering excellent value for money through economy, efficiency and effectiveness (in conjunction with Chief Resilience and Controls);
• Programme Impact: Leads on Mayday’s programme Theory of Change; evaluates performance and embeds learning through iterative programme design to maximise impact;
• Partner Capacity Building: Work with beneficiary partners in an advisory and mentoring capacity to maximise beneficiary impact in conjunction with the Impact Team’s Data and Reporting functions;
• Social and Environmental Impact: Responsible for the development of Mayday’s net impact evaluation system to ensure responsible and sustainable programme delivery;
• Line Management: Responsible for the management, mentoring and development of the ADMEL senior officer.
• Third-Party Monitoring (TPM): Manages the TPM budget, including leading on contracting and the relationship with Mayday’s TPM provider, supported by the ADMEL senior officer.
• Innovation and Partnerships: Leads Mayday’s ADMEL innovation and partnerships, in conjunction with the Data Analytics Manager, to drive new MEL opportunities that enhance programme delivery impact.
• ADMEL Policy Leadership: Responsible for MEL policy and its adoption across Mayday’s operations.
Accountable
• ADMEL Team Performance: Accountable for ADMEL’s performance against Mayday’s mission and Impact Departmental objectives;
• Theory of Change: Accountable for Mayday’s Theory of Change, including ongoing operational and programme design and iteration.
• Programme Impact against grant: Ensures high quality delivery of ADMEL function against donor grants;
Consulted
• Programme Design: Supports the design of Mayday programmes in conjunction with Mayday’s Programme Director.
Requirements
Educational background
Postgraduate qualification in MEL-related subject essential.
Experience
Essential:
ADMEL experience in the public/not-for-profit sector (>7 years desirable);
Experience of delivering ADMEL activities in fragile, conflict-affected or violent contexts;
Thorough understanding of conflict- and gender-sensitive programming;
ADMEL in the development sector;
Strong technical and theoretical ADMEL background;
Strategic design of Impact Measurement and Evaluation systems;
Line Management and/or mentoring;
Desirable:
Social science/science/tech background, e.g. behavioural economics, public health, urban planning, non-linear systems design;
Experience in the organisational capacity-building of a beneficiary;
Data science and quantitative analysis;
Social and Environmental Impact evaluation;
ADMEL in the social enterprise context;
Skills and abilities:
Systems Thinking and Data-Driven Design;
ADMEL strategy design, delivery and innovation;
Understanding and experience of using a wide range of ADMEL tools and methodologies e.g. LEAN Impact measurement, randomised control methods, Kobo reporting systems;
Data science, qualitative and quantitative analysis;
Social and Environmental Impact evaluation;
ADMEL in the social enterprise context;
Keeps abreast of new developments in the sector, including new technologies and innovations to support impact;
Able to use innovative data visualisation to communicate impact;
Strong written English skills (fluent and above), Arabic language desirable
