General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb and Aleppo Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations in communities and IDP camps, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
Job purpose:
Reporting to the Food Security (FS) Coordinator, The Food Security (FS) Manager will primarily be contributing into the program design, responsible for programme implementation and the achievement of project results for GOAL’s bakery support, food kits distribution and nutrition activities. The FS Manager will be responsible for ensuring all FS support intervention are implemented in line with GOAL guidelines, Standard Operating Procedures (SOPs) etc. With support from GOAL’s Food Security Coordinator and Food Security & Nutrition Advisor, the FS Manager will deliver evidenced based programming that is informed by food security and markets assessments, programme data and reports and different Monitoring Evaluation, Accountability and Learning (MEAL) tools, processes and mechanisms. The FS Manger will be responsible for the direct management of the Senior Food Security Officer, based in Turkey.
Duties, objectives and competencies
Programme Design and Strategy
- In coordination with the FS Coordinator, contribute to identifying research needs and support the design, implementation, analysis and write up wheat value chain and bakery assessments that significantly contribute to evidence based programming and the identification of new programming opportunities.
- In coordination with the FS Coordinator, contribute to the development of a Food security support program strategy designed specifically for the Syrian context to guide programme direction.
- Contribute to the development of concept notes and proposals for GOAL and partners destined for submission to donors.
- Contribute in the development and review of all Guidelines and SOPs pertaining to Food security support programming and ensure mechanisms to control for aid diversion and influence by armed actors are designed and included in same
- Assist the FS Coordinator to ensure the gender, protection and safeguarding are integrated into programme design and implementation
Programme Management and Implementation
- Directly line manage the Senior Food Security Officer and in coordination with the FS Coordinator provide support to the Food & Nutrition Security & bakery teams in Syria.
Assist the field team in the development and the implementation of Detailed Implementation Plans (DIPs) for all relevant activities and report to FS Coordinator on the implementation of these plans, factors affecting the implementation, program implementation changes on monthly basis.
Support the FS Coordinator with tracking food security and bakery programme expenses to support budget management.
Communicating with the field team in Syria on a daily basis to confirm the progress of activities as per the programme plan
Programme Quality and Compliance
- In close coordination with the FS Coordinator and FS & Nutrition Advisor and MEAL departments, contribute into quarterly and annual reviews of learnings gleaned through programme data and reports and MEAL mechanisms.
- Responsible to develop a detailed Term of Reference (TOR) for the bakery compliance team, and follow up on bakery selection process, and the Monthly, Quarterly verification activites for reviewing ownership, management and financial management of GOAL and food security programme.
- Contribute to the development of ‘Terms of References’ (TORs) for all Third-Party Monitoring (TPM) Activities and programme evaluations for GOAL’s what and Food security support programming and support the review of all TPM reports and evaluations
- Contribute to the development of all monitoring tools, particularly all distribution and post distribution tools.
- Ensure all Food security activities are implemented in line with GOAL’s Guidelines and SOPs
- Implement an activity monitoring process and share findings with FS Coordinator for dissemination to donors and the Food Security Cluster including but not limited to bread price monitoring.
- Translation of all field reports from Arabic into English to feed into the information management system of GOAL’s FS programme and GOAL / Donors periodic reports
Procurement and Supply Chain
- Contribute into the Development and implementation of the procurement plans
- Contribute into quality assurance of all programme items by ensuring all donor and GOAL standard testing is carried out in a timely manner
- Work with the FS Coordinator to address all programme issues reported at field level and assist in the timely reporting of this to the FS & Nutrition Advisor, HoP and donors
Coordination:
- Support in the coordination activities with humanitarian actors and FSL Cluster in Turkey to coordinate GOAL planned activities and avoid potential overlapping and is responsible to track and maintain records of humanitarian Needs in GOAL areas of operation.
- Represent GOAL FS programme in coordination and technical forums/Cluster/Working Groups as requested
- Responsible for submitting 4Ws report to the FSL Cluster.
- Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all project activities.
- Ensure information is circulated to the field teams and Partners appropriately.
- Support the grant department with input for donor reports and proposals.
Documentation and Reporting
Review all daily, weekly and monthly reports submitted at field level by GOAL and partners and provide timely feedback on reports and follow up on corrective actions.
Contribute to all donor monthly, quarterly and annual reports before submission to donors and ensure required information is gathered accurately and timely.
Maintain files and archives of Food security Support program documentation, including catchment population, distribution and reconciliation records.
Ensure timely and accurate updates to the MEAL departments on planned and completed activities.
Commitment to beneficiary accountability & humanitarian principles and Code of Conduct and a Child Protection Policy
Requirements (essential)
Degree level qualification in food security, nutrition, science, economics, business management or any other relevant field
At least three years’ experience gained in food security and/or nutrition programming within the Syrian context;
A demonstrable high level of capacity in project management, budget management, strategy development, and proposal writing.
Strong analytical and writing skills. Experience of proposal writing, log frame development and donor reporting.
Fluent written and spoken in English and Arabic language skills.
The ability and willingness to travel to Northern Syria to GOAL area of operation, particularly Azaz and Afrin in North Aleppo
Requirements (desired):
Experience in bakery support programming and developing related tools
Strong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel).
Experience in managing and implementing livelihood projects related to food security programme
Knowledge of GOAL’s target areas in Idlib and Aleppo governorates and understanding of the humanitarian crisis in Syria
