Background

Diakonie Katastrophenhilfe(DKH), with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide. DKH has a Regional Office for West and Central Asia located in Istanbul (DKH RO). The DKH RO is operated in Turkey through a strategic partnership with the Turkish aid agency Support to Life (STL).

The DKH RO provides comprehensive program support to DKH Project Offices and local partners in the region. According to DKH’s approach, Emergency Relief, Rehabilitation and Disaster Risk Reduction projects are implemented mainly through local Partner Organizations.

Currently, Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM) projects are implemented in Afghanistan, Pakistan, and OPT/Gaza. Emergency Relief projects linked to the Syria crisis are implemented in Turkey, Iraq, Lebanon, Jordan and potentially Syria in cooperation with local partners. The Regional Office is also responsible for intervening in case of acute emergencies in South and Southeast Asia.

Furthermore, Diakonie initiated the Capacity Building Program as a systematic and continuous training program for DKH RO Partner Organizations. DKH is now recruiting a Program Officer for the Capacity Building Initiative Asia Program (CBIA)that aims at increasing organizational, management and technical capacities and skills of DKH RO's local partners.

Job Description

Location: Istanbul, Turkey - with travels to focus countries

Assignment Period:ASAP – 31 December 2016 (with possibility of extension)

Working under the supervision of the DKH RO Program Coordinator and in close collaboration with the other Program Officers (POs), the CBIA Program Officer is responsible to fulfil the following tasks**:**

1.Capacity Building Program Management

  • The overall planning and implementation of the DKH RO Capacity Building Initiative Asia Program (CBIA)
  • Designing and strategizing of the CBIA Program
  • Development of a work plan and milestones for the Program
  • Assessing and analysing learning needs of DKH strategic partners on a continuous basis
  • Development and control over CBIA Program Budget
  • Liaising with training service providers, consultants and internal trainers for planning and implementation of CB measures
  • Facilitation of any necessary contractual arrangements to be made with training providers
  • Liaising and coordinating with DKH RO strategic partners for planning and implementation of CB measures
  • Overall responsibility of logistical arrangement for implementation of CB measures
  • Impact monitoring of CB activities implemented
  • Evaluate partners’ understanding of tools and methodologies
  • Monitoring and reviewing of CBIA Program performance and undertaking necessary adaptations in terms of design, implementation and budgeting of the program. Compiling lessons learned and ensuring evaluation processes are in place
  • If applicable developing of proposals for additional CB Program funds
  • Supervision of DKH RO Intern in regards to any tasks related to the CBIA Program

2. Program Quality Assurance

  • Support POs in developing training material: modules, tools, presentations
  • Support POs in the overall organisation of training, workshops or any other CB activity
  • Support POs in facilitating trainings/workshops
  • Conduct trainings/workshops on topics related to the Project Cycle (e.g. Log frame, Needs Assessment)
  • Encourage regional exchange between partners (e.g. organisation of workshops, creation of forums)
  • Monitoring the different opportunities for Capacity Building of the Regional Office staff: trainings, international conferences
  • Desk research on newest developments in terms of Humanitarian Standards, approaches, policies;
  • Monitor key developments related to Humanitarian Assistance in each country of intervention – jointly with the POs
  • 3. Enhance institutional knowledge
  • Ensure internalization/capitalization of knowledge and know-how when planning trainings and other activities
  • Maintain database of consultants and training providers
  • Maintain library of tools and methodologies
  • Harmonize internal tools & methodologies for a streamlined approach in the different countries of intervention
  • Compile the different tools into sectoral toolkits
  • Prepare training toolkit with harmonized formats for overall logistics organisation (ToR, contract, participants list, attendance sheet, certificates, etc.)
  • Prepare publications of toolkits, booklets

4. Reporting

  • Provide quarterly reports (narrative and financial) on all Capacity Building activities to DKH HQ;
  • Keep track on all capacity building measures implemented with partners in the agreed reporting format;
  • Keep DKH HQ and RO staff informed on key humanitarian developments in terms of Humanitarian Standards, approaches, policies;

Qualification, Expertise and Skills

  • At least 3 year of experience in the field of humanitarian assistance;
  • University degree (or comparable work experience) in a relevant field;
  • Sound knowledge of and skills in project cycle management, needs assessment, project planning, proposal writing, and monitoring & evaluation;
  • Experience in working with local organizations based on equal partnership principle;
  • Good understanding of key principles of humanitarian aid and international NGOs including accountability, impartiality, neutrality, independence
  • Languages: fluent in written and spoken English
  • Excellent training and coaching skills; experience in facilitating trainings/workshops
  • Experience working in different cultural work environments & ability to perform tasks with sensitivity to the local culture, to interact effectively and professionally with persons from diverse cultural, socio-economic, educational, racial, ethnic and professional backgrounds;
  • Excellent problem solving and analytical skills
  • Excellent listening and communication skills: ability to organize and present information, views and concepts in a concise, understandable and interesting way for a variety of audiences, both written and oral
  • Highly organized, detail oriented, and able to work under pressure
  • Proactive, able to come up with initiatives or undertake actions with minimal supervision
  • Energetic, independent yet excellent team player
  • Outstanding personal attitude: especially sense of responsibility, concern for quality, result orientation
  • Outstanding personal values: integrity, commitment, respect for diversity, excellent interpersonal skills.
