General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population.

Orange partners directly with affected Syrian populations delivering humanitarian and development programmes, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Orange also collaborates with national and international non-governmental organizations, local initiatives responding to the humanitarian Syrian crisis with capacity development programmes, to be better equipped with the skills they need to prepare and respond to affected population’s needs and to ensure that these communities, which we work within, are ready for any future disasters.

Job Purpose:

Orange Organization is implementing many Education and Protection programs in North West Syria covering districts within Aleppo and Idleb Governorate and Euphrates Shield areas. Orange Education and Protection Program aims to improve the capacity of education workers, enhance the child safeguarding and protection understanding which can be reflected later on the quality of the learning and used education tools and materials in order to improve the learning outcomes for Syrian children.

The Protection Officer will be responsible for the implementation of comprehensive Protection and safeguarding activities, within the Orange’s program framework and in line with Orange’s standards. The protection officer will be responsible for the day-to-day follow up with the implementation of protection and safeguarding activities by communicating with the field team on a daily basis, also, close supervision of projects’ activities will be required to ensure proper implementation with full adherence to donors’ requirements. H/She will be working and coordinating with different supporting departments to ensure that all project activities will be implemented as planned.

Duties, objectives and competencies:

Project implementation:

· Facilitate results-based child protection programming through a consultative process with child protection committees in schools.

· Lead and coordinate protection capacity building interventions for the school-based protection committees.

· Create and design recreational activities including PSS-focused activities for both students and parents.

· Supervise case management pathways technically.

· Maintain up-to-date services mapping in the areas of intervention.

· Design and lead the implementation of awareness sessions.

· Lead various assessments, researches and evaluation capturing lessons learnt and good practices.

· Provide technical support to project team in the field through workshops, remote supports.

· Ensure that Child protection is mainstreamed, and all staff members are informed on Child safeguarding policy.

· Supervise and mentor staff implementing CP activities

· Produce timely internal reporting in line with donor requirements.

· Advise about the implementation of the protection components under Orange projects ensuring timeliness and delivery according to the activity plan and results in the framework.

· Ensure the projects adheres to both donor and Orange’s protection and educations approach, to best practices and to all internal policies and procedures.

· Ensure participation of the community in the implementation of the projects through appropriate mechanisms ensuring the projects address the needs of the most vulnerable.

· Liaise with other implementing partners to ensure appropriate coordination of interventions and avoid activities overlapping.

· Manage and implement project operational plans based on a plan submitted to donors and in accordance with Programme Management Tools.

Staff Management

· Communicate and coordinate with the project field staff/team to ensure effective and efficient programme implementation and operational systems.

· Hold regular coordination meetings with key team members and regular meetings with Education and Protection Project Manager to discuss issues, ensure strong communication and learning from each other.

· In corporation with Orange human resources, participating in project staff development by identifying required skills regarding protection activities.

Procurement

· In contribution to the logs/procurement team, ensure that all relevant purchase orders are well prepared and submitted with providing all required BoQs and technical specifications to maintain the best level of provided services/supplies.

Reporting:

· Report the protection project’s activities to the Education Project Manager with adherence to donors’ requirements and reporting formats considering the deadlines.

· Participate in protection cluster reports, data collection and reporting projects’ activities via 4Ws submission.

Monitoring & Evaluation

· Make sure that protection activities are in line with the logical framework, the projects M&E plan and ensure regular analysis and reporting on programme data.

· Ensure related staff are aware of and understand the M&E methodologies and requirements including monthly data collection, analysis and reporting to all key stakeholders in a timely manner.

Other

· Adhere fully to the commitments and rules of Orange’s Code of Conduct.

· Undertake any other relevant duties as may be assigned by the Education and Protection Project Manager or the top management.

Requirements:

· Bachelor’s degree in business administration, Protection, or relevant field of study.

· At least 2 years of NGO work experience or leading LNGO with increasing responsibility.

· Excellent proven technical knowledge of the field of protection.

· Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders.

· Very good reporting skills.

· Sound judgement and ability to make impartial recommendations.

· Experience in project development, management and monitoring and evaluation.

· Excellent English language skills (spoken, written and reading)

· Hard-working, proactive and able to prioritise and delegate a demanding workload.
