1.General Background

Oxfam is an international confederation counting 19 organizations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territories and Israel (OPTI) since the 1950s, a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities, in Gaza, East Jerusalem, and Area C.

In this framework, Oxfam is looking for a consultant to conduct a Baseline study of the project “**Naseej: Connecting Voices and Action to End Violence Against Women and Girls in the MENA Region”.**

2.Project Background

Naseej is a regional project that connects women voices and actions to end violence against women in the MENA region. The project will tackle Sexual and Gender Based Violence (SGBV) in conflict and occupation affected areas, through channeling financial support to women rights and civil society organizations (WROs and CSOs) to prevent and respond to SGBV. This will be done in parallel with technical and capacity building support to strengthen the capacities in these organizations to support of their work. in conflict and occupation affected areas.

The Project targets the 3 fragile and conflict-affected countries of Yemen , Iraq, and the Occupied Palestinian Territory (OPT – West Bank, in particular, Area C, East Jerusalem, Gaza Strip).

The project’s Overall objective/Impact is to contribute to more gender-equitable societies in Iraq, Yemen, and the Occupied Palestinian Territory (OPT) in which women and girls live free from violence across all spheres of life. The Specific objective of the project is to support women's rights civil society organisations (WROs) in the target countries to effectively prevent and respond to sexual and gender-based violence (SGBV) during conflict

The Intermediate Outcomes of the project are: 1) Partner WROs show improved organizational capacity to function more independently and effectively to deliver prevention, response, and advocacy programmes/initiatives on ending SGBV, 2) SGBV is less socially acceptable in targeted communities, including among men and boys, and 3) Oxfam and WRO partners more effectively influence national and international policy and decision makers on SGBV policy and legislation and international humanitarian law (IHL) obligations.

3.Description of the Assignment

Oxfam seeks to hire a consultant to work with Naseej Project Team to conduct a comprehensive and objective baseline study to measure indicators defined within the Project’s Logical Framework in OPT. Baseline measurements will provide a point of reference from which progress on or towards the achievement of Project outcomes will be assessed, monitored and evaluated throughout the duration of the project.

It is expected that the consultant will work closely with Oxfam and Naseej Monitoring, Evaluation and Learning Coordinator (MEAL throughout the development of the baseline.

4.Methodology

For the baseline assignment, Multiple methodologies and techniques for primary and secondary quantitative and qualitative data collection will be used. It will include desk review of existing secondary data, sampling of key demographics, key informant interviews, focus groups discussion (FGD)and analysis of Women Right Organization (WROs) records. These should be designed to meet Oxfam Intervention plans and MEAL framework.

Multiple methodologies and techniques for primary and secondary quantitative and qualitative data collection will be used. The consultant is required to propose a detailed approach for undertaking the TVET Market Analysis; however, the following data collection methods should be considered:

· Desk review of existing secondary data including Labor Market Surveys, TVET surveys, market assessments, and relevant project reports.

· Focus Groups Discussion (FGD): FGDs will be held with female TVET graduates (employed/ self-employed and unemployed), trainees, schools’ students, university graduates, and other female youth to determine their preferences, interest and willingness to participate in the identified TVET fields/specializations.

· Key Informant Interviews: KIIs will be held with TVET market stakeholders, including female graduates/trainees, relevant private and public employers, LWF staff, TVET staff, Government authorities including the Ministry of Labor representatives, etc.

· Observations: Field visits may be conducted to some of the participating TVET institutions to observe training facilities, teaching methods, etc.

· Other methods as applicable.

Baseline data that will be collected should be disaggregated by: gender , age group, and geographical location. This will be the basis of measuring project’s progress over the next two years.

Selected consultant should submit a detailed Inception Report. The inception report will include the following: baseline methodology, approaches and tools, questions, timeframe, sampling methodology and calculations, action plan before the start of the work. The inception report will be reviewed and approved by Oxfam team before the commencement of the baseline study.

5.Scope of work

In collaboration with Oxfam:

• Conduct a desk review of all relevant project documentation;

• Adapt and tailor the baseline questionnaires accordingly in English, including arranging and organizing field testing of the questionnaire, during questionnaire development;

• Design the baseline data collection tools and methodologies;

• Translate the data collection tools into Arabic by a professional translator;

• Prepare a detailed schedule for the actual data collection process;

• Recruit and manage a team of experienced enumerators and supervisors for the data collection. (final number to be determined in consultation with the Oxfam team).

• Lead and organize a thorough in-house training workshop for enumerator candidates and supervisors (including arranging all logistics, such as finding venue, printing, stationary, etc.).

• Prepare all required field work logistics as appropriate (print questionnaires, transportations, logistics, etc.).

• Analyze and document the results of the baseline survey against all indicators and prepare a draft baseline study report for comments by Oxfam.

• Compile and analyze findings and produce an updated logical framework and final report, incorporating feedback from Oxfam;

• Prepare final baseline study report including lessons learned during the conduct of the baseline and recommendations for the endline.

6.Required Outputs

The deliverables for this assignment include:

• Submission of the Nassej Logical Framework updated with baseline data;

• Organize a workshop with project staff to present and debrief baseline findings and gather feedback on the findings;

• A brief report on the conduct of the field work, including details about any problems which were encountered and how they were resolved, and any feedback which may be useful for future surveys

• Submission and presentation of a Final Baseline Report (maximum 30 pages)that includes a methodology section, a list of interviewees, focus group participants and WROs detailed baseline findings for all relevant general and specific objectives indicators as stated in the Logical framework. The final report should also include a section that describes the data collection process (resources, budget, logistics) including any problems that were encountered and how they were resolved, and any feedback that may be useful for future surveys;

• Copies of all data collection tools (in English and Arabic), raw data (including but not limited to data sets, survey responses, transcriptions, audio recordings etc.) and calculations should be submitted to Oxfam.

7.Qualifications and Experience

Essential skills and qualifications:

The ideal consultant will have at least 7-10 years of relevant experience. The consultant should have the following skills and competencies:

· Proven record in the development and implementation of robust baseline in the development sector for youth and gender justice programming;

· Strong background in gender justice, women rights, and SGBV

· Proven quantitative and qualitative research skills (candidates should provide a copy of baseline/evaluation reports produced);Strong background in participatory design, monitoring and evaluation methodologies;

· Experience of integrating gender dynamics within participatory data collection and analysis.

· Experience in conducting field research with Palestinian communities around SGBV.

· Relevant geographical experience in the West Bank and Gaza Strip, ideally including previous work in the targeted governorates;

· Ability to communicate fluently in English and Arabic and write reports in English;

· S/he is expected to propose efficient and effective team composition in both West Bank (Including East Jerusalem) and the Gaza Strip taking into consideration the social, cultural, environmental, and political/security issues;

· Ability to work with a diverse team and under pressure to produce agreed deliverables in a timely manner;

· Commitment to and understanding of Oxfam values and principles;

· The consultant must be collaborative, willing to share thoughts, ideas, and constructive criticism;

· After reviewing applications, Oxfam reserves the right to suggest teaming up consultants;
