Context:
Turkey hosts a large migrant population under residence permits and Syrian refugees. The Directorate General for Migration Management (Ministry of Interior (MoI)) is the authority responsible to design and implement integration and social cohesion policies and programmes.
Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Coordinator (Migration Management), in coordination with Regional Thematic Specialist and relevant units in the Regional Office in Vienna, the successful candidate will be responsible and accountable for supporting the formulation, design, planning, implementation monitoring and evaluation of projects related to migrant integration and social cohesion in IOM targeted areas of intervention.
Core Functions / Responsibilities:
Manage all aspects of the implementation of the project IOM-Directorate General of Migration Management (DGMM) Harmonization and Social Cohesion Programme across Turkey. Ensure timely implementation in coordination with beneficiaries and partners and in line with the workplan.
Provide technical and thematic support and expertise about migrant integration as required externally (for example, in conferences and meetings organized by DGMM) as well as internally within IOM in project implementation and strategic guidance.
Establish and carry out, in close coordination with DGMM and relevant stakeholders, monthly management meetings to monitor the progress of implementation.
Ensure quality control of project outputs and keep good and orderly record of activity reports, monitor budget expenditure, anticipate and address emerging challenges, and report these in timely manner to the direct supervisor.
Coordinate implementation with internal programme support function (Procurement, Budget, Human Resources (HR), Security, Public Information) for timely information sharing. Supervise staff and ensure effective implementation of all activities in Ankara and in field locations.
In coordination with the Regional Office Monitoring & Evaluation Officer in Vienna, establish and implement a Monitoring and Evaluation (M&E) plan that captures, inter alia, beneficiary satisfaction, measurement of project outputs, and project impacts. Carry out analysis as relevant.
Ensure regular donor reporting in accordance with the donor agreement and in coordination with the Project Development and Reporting Unit and the Regional Office in Vienna.
Identify and advise the Programme Coordinator on project opportunities and support further expansion of integration programming. Conceptualize new integration and social cohesion projects in coordination with the Regional Office in Vienna.
Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of activities.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Behavioral Psychology, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of migration issues, including operational and field experience, project development, and management;
• Demonstrated high level of expertise in the field of migrant integration and social cohesion;
• Experience in liaising with governmental authorities, other national/international institutions and
Non-Governmental Organizations (NGOs);
• Knowledge of monitoring and evaluation;
• Working experience and knowledge of migrant integration and social cohesion is a distinct advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Turkish, French, and/or Spanish is an advantage.
