Head Of Programs ( National Applications)

The Head of Programs works under the direct supervision of the SARD Director and will assume overall responsibility for SARD’s programming, high-level representation of the program as well as for strategic direction and developing complementary program concepts. Excellent leadership and programme management skills are required for this role, especially in the areas of planning and team management, budget management and compliance. The role will also have responsibilities regarding resourcing, coordination and external representation. The HoP has responsibility for line-managing the Livelihoods, Shelter and Settlement and MEAL.

Responsibilities

Management responsibilities

  • The HoP provides leadership in the design and ensure the quality of SARD’s programmes.

· The HoP ensures compliance with and adherence to SARD policies, guidance and procedures.

· The HoP provide programme input to Country Strategy and Plan of Action.

  • The HoP is responsible for the quality of programme delivery.
  • The HoP has the responsibility for managing and developing the staff under his/her supervision.
  • The HoP serves as member of the Senior Management Team (SMT), including supporting the Director to lead the SMT toward the achievement of common goals, and, when needed, serving as the Acting Director in the absence of the Director.

Proposal Writing & Reporting

  • Lead proposal writing processes from a programme perspective and coordinate with other departments (e.g, Safety and Security ,Finance, HR, Logistics and Administration).
  • Ensure that all internal and external reports are provided in a timely fashion in collaboration with relevant staff.

Monitoring & Evaluation

  • Support the development of an appropriate M&E structure and ensure that programme management tools and systems are relevant.
  • Develop internal mechanisms for institutional learning and memory.
  • Improve the quality of services provided, through supervision of key staff, analysis of lessons learned

Finance & Administration

In coordination with the Head of finance, administration, HR and logistics

  • Ensure that budgets are designed in accordance with needs. Ensure that expenditures are planned and properly managed.
  • Manage SARD Programme staff and ensure that all staff members have relevant work plans, job descriptions and that performance reviews take place.
  • Ensure that SARD management principles are disseminated and adequately applied.

Representation

Attend meetings in coordination with the Director; with Government partners, regional and local authorities; donors; local agencies, clusters, coordination bodies etc. at all levels of project implementation as required.

Required Qualifications and Experience:

· Bachelor Degree in International Development, International Relations or relevant field.

· At least 5 years of work experience in a program management position with progressive responsibilities for an international/ Local NGO

· Substantial experience with successful business development activities capturing significant public and private donor funding, including proposal coordination, proposal writing, and agreement negotiation.

· Staff management experience and competencies that are conducive to fostering an open learning environment. Experience coaching and mentoring senior program staff.

· Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound decisions under pressure.

· In possession of Turkish ID

· Native Arabic speaker and fluency in English language.

· Strong knowledge of computer applications specially, MS Office and Outlook

· Well-developed organisational and planning skills
