General Description of the Organization:
Tankful Al Sham Charity is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict affected population. Tankful Al Sham Charity partners directly with affected Syrian populations delivering humanitarian and development programs, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Shelter Program Officer

Contract duration: 6 month
Overall objective of Vacancy:
Manage the assigned Camp creation project, effectively lead the field team and report on the project in line with the objectives, timeframe, and budget. Create effective means of documenting and arranging project's activities and tools. Day to day follow-up with the field team, by giving the required advisory required, and upholding the responsibility of motivating them. Correspond to donor's requirements. Ensure the sustainability of the implemented activities stated in the log frame and other project documents.
Duties and responsibilities:
Management
- Responsible for planning, implementing, following-up and supervising Takaful Alsham's shelter, CCCM and WASH activities in NWS.
- Create required tools - SoPs - work plans - etc that ease the process of project implementation for field staff, and develop information sharing means (reports - documents) with the line manager and the donor's representatives.
- Involve IDP, host community and their representatives (block leaders) in the different stages of project activities, from planning to implementation and evaluation.
- Supervise contractors and suppliers, ensuring that deliverables are according to the quantity and quality agreed.
- Ensure that all documentation related to the project activities are completed in a timely manner.
- Ensure that adequate staffing is in place for the running project, including an appropriate gender balance within the staff group. Ensure all staff are trained on the skills and values required and contribute to local and national capacity building.
- Monitor financial commitments and expenditures against the initial project budget and make appropriate measures if necessary, in coordination with the Program's Senior Officer.
- Ensure that the organization’s financial, supply chain, security and human resources policies and procedures are fully adhered to and implemented.
- Ensure that Takaful Alsham's Code of Conduct is respected and implemented by all stakeholders: field staff, incentive workers, daily labor, suppliers and other stakeholders.
Administrative, Finance and Procurement Functions
- Supervise project team and consultants hired for the project, ensuring effective staff deployment, performance planning and appraisals for supervisees.
- Disburse and track expenditure of the project budget component, flagging any over- or under-expenditures in a timely manner.
- Prepare project procurement plans and reports and order materials in a timely manner.
- Manage casual staff contracts and consultation contracts.
- Make sure the project activities and procedures respect and comply with internal policies & procedures, donor contractual agreements, grant documents and implementation plans.
Development
- Identify gaps with a view to generating ideas for future projects with strong beneficiary impact, both in IDP and sites and in host communities.
- Participate in the development of proposals in close cooperation with the Program's Senior Officer and Programs Manager.
Reporting
Ensure that all data collection and progress monitoring tools are updated and data is verified.
Report periodically on project activities to the Program's Senior Officer, and participate in the donor reporting on monthly, interim and final reporting stages, as well as bi-weekly activity updates.
Take appropriate decisions based on a continuous monitoring of project indicators, with the participation of other relevant internal and external stakeholders.
Contribute to the internal and external accountability mechanisms by elaborating quality donor reports.
Contribute to continuous learning by organizing project reviews, and by consolidating success stories and lessons learnt from the field.
Requirements
- Minimum 2-3 years of professional work experience in managing engineering-related humanitarian projects (WASH - Shelter - ER ...etc)
- Degree in Civil Engineering, Architecture or a related field.
- Experience with preparing BoQs and technical design drawings using engineering software.
