BACKGROUND
In response to the needs in the WASH sector, Oxfam is currently implementing a project called “Strengthening and enhancing the effectiveness of the public and private sector to provide sustainable and safe drinking water in the Gaza Strip”. The project is funded by the EU and includes policy and influencing activities which aim to strengthen the civil society in their lobby and advocacy campaigns with regard to the impact of GRM on the WASH sector in the Gaza strip.
PURPOSE OF THIS RFQ
Oxfam are conducting a bidding process and invites your submission of a proposal to provide Oxfam, within their requirements, for producing:
RESEARCH PAPER ON THE ECONOMIC COST OF GAZA RECONSTRUCTION MECHANISM (GRM) AND ITS IMPACT ON THE WASH SECTOR
The objective of the research is to investigate the impact of challenges associated with the GRM on the implementation of humanitarian and/or development projects in the Gaza strip within the WASH sector. The research aims to provide data with regard to the challenges faced by the service providers and humanitarian actors in the WASH sector.

The deadline for submission of bids is 13th April 2020 at 4pm (Gaza time) upon conditions in the RFQ dossier.
Responses (Offers) shall be sent only to (procurement.opti@oxfam.org) without ccing any other email addresses. Any offers sent through other channels will not be considered.
Offer shall be sent in 2 separate files - PDF format - (one for Technical Offer and one for Price Offer)

Oxfam does not bind itself to award the tender to the lowest offer and reserves the right to accept the whole or part of the tender.
