Functional Responsibilities

Under the supervision of the Programme Manager (PM), the incumbent will have the following responsibilities:
- Manage the UNMAS Gaza Support team, including day-to-day task management, attendance and leave plans monitoring, and timely completion of LICA Performance Evaluation Reports (PERs).
- Maintain communications with UNMAS Palestine in Jerusalem, including attendance to regular and ad hoc internal meetings.
- Ensure PM is notified in a timely manner of any security incidents or other activities relating to operations.
- Analyze the contextual situation and communicate it to PM.
- Ensure that Mine Action statistical information is accurate and shared with UNMAS Palestine.
- Produce a Gaza Weekly Report to be included in the overall UNMAS Palestine weekly/monthly report.
- Provide contract oversight, including follow up on monthly reports and adherence to contractual obligations.
- Attend all senior level coordination meetings in Gaza such as Protection Cluster meetings, Area Security Management Team (ASMT), UN Gaza Team meetings, other meetings as needed.
- Act as security focal point for UNMAS Gaza office. This includes to monitor and report to the Programme Manager any changes in the security environment that could impact staff or operations.
- Ensure staff are following security procedures and that appropriate security/safety equipment is maintained, including medical equipment.
- Provide input into strategic documents including Humanitarian Needs Overview, Humanitarian Response Plan and Common Country Assessment according to United Nations Country Team (UNCT) request.
- Chair the Protection Cluster’s Mine Action sub working group in Gaza, ensuring coordination of implementation and reporting of mine action activities and linking local mine actors with the Global Mine Action Area of Responsibility.
- Oversee all mine action activities carried out by staff under his/her supervision.
- Oversee and coordinate the implementation, execution and completion of all mine action related operations within the area office.
- Maintain, revise and update the Standard Working Procedures and Emergency Response Preparedness Plan (ERPP).
- Ensure close and effective interaction and coordination of the integral aspects of mine action, such as Quality Assurance (QA) of clearance activities within UN premises, Victim Assistance and Explosive Ordnance Risk Education.
- Act as the Investigating Officer for Detailed Independent Investigations or Boards of Inquiry for Mine/Unexploded Ordnance (UXO) Accidents or incidents.
- Maintain close cooperation with the national Explosive Ordnance Disposal (EOD) Police and liaise with them for activities in UN locations, within resource availability, operational and political constraints.
- Coordinate QA of Risk Education with the UNMAS Community Liaison Assistant (CLA) and provide guidance on any specific corrective actions to be taken by UNMAS implementing partners.

Education/Experience/Language requirements
Education
- An Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience; or
- A First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 7 years of relevant experience; or
- Military background with a minimum of 11 years of relevant experience is required.
Certification
- IMAS EOD Level 3 qualification from an internationally recognized training establishment is required.
Experience
- Relevant experience is defined as experience in programme or operations management in a humanitarian context.
- Experience in International Mine Action Standards (IMAS) is required.
- Experience in International Ammunition Technical Guidelines (IATG) is required.
- Experience in Quality Management of Humanitarian Mine Action operations is required.
Languages
- Fluency in English (read, speak, write) is required
