Job Summary
The site coordinator is a new role within CARE Turkey’s Cross Border Program. Reporting to the Area Manager (AM), the site coordinator under the direct supervision of the Area Manager will be responsible for timely and high-quality program implementation and support to other technical program team and partner staff to ensure that CARE’s work and activities are well delivered and well-coordinated internally and externally in the assigned site.
The Site Coordinator should work in close coordination with Program, safety and security, M&E, external affairs, and Logistics staff, as well as partner staff to ensure that programmatic and operational agreed work plans are implemented at the assigned field site in full compliance of donors and CARE Turkey’ policies and procedures.
The role combines programmatic and operational workstreams and the right candidate has experience in both areas as well as very strong experience with working in camps and coordinate multisector activities.
To be successful in the role, the right candidate must have an excellent command of the context in Northern Syria, have demonstrated experience with program delivery in the Syrian context and have very strong communication skills.
The person is expected to have excellent coordination skills, strong interpersonal skills, a high ability to work independently and within a team to take initiative and skills in negotiation and influencing to support policy and advocacy. It is expected that the post holder will be willing to spend more than 50% of her/his time traveling cross boarder to Northern Aleppo countryside in extremely complex security environments and able to work equally well at the office in Turkey and directly at field level.
Responsibilities and Tasks
Job Responsibility #1 Site Program implementation coordination and follow up
- Day to day follow up of progress in project implementation together with program staff and partner staff.
- Ensure that contractual obligations are met in terms of projects deliverables.
- Oversee the implementation of projects with relevant technical program team ensuring that technical requirements and quality standards are considered and respected during project implementation.
- Support the Area manager and Program Managers to regularly review partnerships with implementing partners and ensure that any issues or disputes are resolved in a timely manner.
- Strengthen communication and coordination within teams, including (but not limited to) WASH, Shelter, Emergency, Livelihoods Protection (including GBV and SRH), MEAL and Program Support.
- Facilitate effective mainstreaming and integration of gender, protection, into programs.
- Ensure regular communications are maintained between the different departments and act as a mediator when necessary.
- Anticipate and mitigate risks and implementation delays and provide ad-hoc support to project implementation through troubleshooting and eliminating blocking points.
- Flag to the Area manager, and relevant technical program teams concerns which may negatively affect program implementation and present proposed solutions after consultation with the site team.
- Promote and facilitate accountability towards camp population through a contribution of setting including set up of complaints and feedback mechanism which promotes accountability.
- Coordinates with the MEAL team in monitoring site-specific accomplishments against targets.
- Ensure Do No Harm, accountability and humanitarian principles and standards, and duty of care guide all activities.
- Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner
Job Responsibility #2 Site Operational Management
- Ensure that procurement delivered meets the contractual requirements as in quality and quantity.
- Ensure documentation is well organized and kept on-site at the office level for future reference.
- Contribute to the development of project procurement plans.
- Ensure monitoring of the security situation and ensure the implementation of security rules and regulations.
- Keep the area manager informed of projects progress and difficulties encountered.
- Support and coordinate closely with the Security Unit to ensure relevant risk management and security management plans are in place and approved within CARE.
Job Responsibility #3 Site Coordination and Representation
- Monitor the operating environment in the operational site, wider in the area and identify context developments impacting CARE’s response and recommend possible responses.
- Prepare periodic progress reports and another documents-site level to the Area manager.
- Establish formal and informal networks that can support CARE’s analysis and decision making as well as further enable a geographic expansion.
- Act as CARE’s focal person at site level related to coordination and collaboration works with other humanitarian agencies and stakeholders.
- Coordinate closely with other NGOs and humanitarian actors in the assigned site and develop best practice approaches building to establish an operational presence.
- Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project implementation.
- Building strong relationships with key stakeholders on behalf of CARE in the assigned site.
Job Responsibility #4 Projects Development and Reporting
- Assist the Area Manager and program team in program planning and proposal write up and activity explanation.
- Participate in the development of activities plans, concept notes, proposals and budgets for new projects/extensions in conjunction with the relevant team, program and support staff.
- Develop and implement site needs assessment plans in close coordination with the Program Quality Department and the Cross Border Program department.
Problem Solving
The Site Coordinator is a new position that will be coordinating the delivery of workstream for CARE Turkey in the assigned site in northern Aleppo countryside and will work in the camp. It is therefore expected that the right candidate will be able to deliver results and solve the problem with direct supervision, act independently when needed, identify/analyze/ propose problem solve the solution to complex problems and provide recommendations to Senior Management at the highest caliber.
Qualifications (Know-How)
Education/Training
Required
- Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Architecture, Civil Engineering, Construction Management, etc)
Desired
- Master’s degree in Architecture, Civil Engineering, Social Sciences or other related fields or combination of relevant education and experience relevant to the job.
- Certification/training in CCCM.
- HEAT Training
Experience
Number of months/ years of previous professional experience in a similar position
Required
- 4 years of experience in program coordination management and/or camp management in the Syria Context
- Experience working in insecure and complex environments
- Demonstrated experience cross-sector coordination and stakeholder engagement
- Experience working in at least one of the following sectors: Protection, WASH, Shelter, Livelihoods, emergency response or cash programming in general.
Desired
- Experience in do-no-harm approaches in a humanitarian context, preferably in Syrian context
- Experience in with displacement sites including formal IDPs camps, spontaneous and makeshift settlements.
- Experience in representation and negotiation with government representatives and other stakeholders.
Technical Skills
Required
- Excellent understanding of the Syria crisis and the context in Northern Syria.
- Knowledge of the NGO operations and the dynamics of the humanitarian sector.
- Experience engaging with official stakeholders and the ability to represent the organization.
