Purpose of the Role:

The Grant and Fundraising Specialist - Budgets and Compliance works supports the programs team by managing the day-to-day budget development and monitoring to ensure that budget and spending issues are immediately attended to and ensures that donor budgets are prepared in accordance with Al-Seeraj and donor requirements and are submitted on time. She/He will write projects proposals and develop budget management tools and conduct trainings to improve efficiency, donor reporting and compliance. Create successful fundraising campaigns.

Responsibilities and Tasks:

  1. Prepare and update spending plans and costed workplans for all active grants in conjunction with designated budget holders. Reviews budget spending and advises relevant staff on spending status. Requests feedback on all over/under spending.
  2. Liaise with Finance Department to ensure that financial reports are accurate, donor compliant and submitted on time.
  3. Lead monthly grant review meetings with representation from all relevant departments to review progress towards programmatic and financial targets, facilitate collective problem-solving to avoid delays in program implementation, and allow for early identification of modification requests.
  4. Ensure the submission of high quality narrative reports to donors by reminding the program teams about upcoming deadlines and reviewing and editing reports in accordance with donor requirements.
  5. Advise program teams, support departments, and implementing partners on donor rules and regulations and actively promotes increased awareness of key compliance issues across the organization.
  6. Coordinate the preparation of modification requests for donors, including proposal revision, budget realignment, and other changes, in compliance with donor guidelines.
  7. Strengthen Al-Seeraj staff capacities (i.e. Finance and program team) on report writing, donor compliance, etc.
  8. Gathering and maintaining up to date a donor mapping and search for background information on key donors. This will take the form of a donor data base, briefing notes and any other relevant document.
  9. Monitor new calls for proposals and thoroughly review the ones published, identifying risks and constraints for each one as well as Al-Seeraj eligibility.
  10. Coordinate proposal development processes, including reviewing and improving draft proposals and concept notes, acting as the lead writer for opportunities, and addressing feedback from the team.
  11. Ensure that the entire proposal package adheres to donor guidelines and meets the selection criteria.
  12. Contribute to the development and implementation of the fundraising strategy, including conducting donor mapping, researching donor priorities and interests, and identifying new funding opportunities.
  13. Contribute to strategic planning exercises and other mission program exercises.
  14. Keep hard and soft grant files up to date.
  15. Facilitate and participate in donor meetings.
  16. Review budgets, write budget narratives, edit proposals, and ensure proper proposal and grant management procedures are followed.
  17. Perform over relevant duties as assigned by Senior Management Team to assist the country program in implementation of the Strategy Action Plan.

Qualifications & requirements:

  • Master's degree in a relevant field or equivalent experience.-At least 5 years’ of total experience in humanitarian or development programs, industry in Finance and Grants department with specific budget development and management skills, and proposal development in international relief or development programs, including field experience.
  • Audit experience for public sector /NGO’s or Global fund.
  • Excellent writing skills in English at a native-speaker level and demonstrated ability to write and edit reports and proposals under tight deadlines.
  • Strong knowledge of the rules and regulations of major institutional donors such as ECHO, European Commission, UN Agencies and Government donors.
  • Experience conducting capacity building activities and enthusiasm to share knowledge and information with others.
  • Ability to work independently, set priorities, and manage time efficiently.
  • Demonstrated leadership and management skills, including ability to give effective feedback and to guide and mentor direct reports.
  • This job requires strong analytical skills to be able to make logical and strategic budget decisions.
  • Excellent computer skills, High-level of knowledge and practice with Excel.

Language Preference:

  • Required to be able to communicate at a native-speaker level (written and verbal) in English.
  • Arabic is advantage.
