War Child and its partners in occupied Palestinian territory provide children with a chance to express their thoughts, opinions, and emotions, learn how to cope with their reality, build a positive outlook on the future and claim their rights. We do this together with parents, teachers, and civil society organisations, and especially with children and young people themselves.

Through child friendly spaces and life-skills methodologies, War Child helps children in occupied Palestinian territory regain their childhoods. In East Jerusalem, War Child helps young people who have experienced arrest and detention to access information about their rights and receive legal and psychosocial support.

War Child complements the work of the Palestinian authorities, filling the gaps when they themselves do not have the ability to fulfill the rights of children. War Child is also careful not to duplicate the work of the authorities or provide services where they are not needed.

Your challenge

You will ensure the projects are developed and implemented in an effective manner in line with War Child’s mandate and ensure the quality of the content of the programme. You support and build capacity of War Child national staff and local partners to ensure quality, sustainability and timely implementation of the programme.

You are the technical/content advisor to the Country Director (CD) and the PC and PO in West Bank and Gaza. You are a member of the Country Management Team and you report to the CD.

Your tasks and responsibilities

1. Realisation of War Child’s country programme;

  • Contributes to the development of the Country Strategy and the production of the annual plan;
  • Ensures Country Strategy is in line with the context of the programme (looking at capacity of the programme staff and determining the methodology which will contribute) based on assessments, lessons learned and best practises;
  • Leads and facilitates process of developing (and writes) programme and project proposals (with a focus on content components) and ensures that they correspond with War Child’s mandate (as a delegated responsibility of the Country Director);
  • Monitors continuously local needs and developments, by (amongst others) performing in-depth needs assessments (in close collaboration with the CD and FLM); Seeking/developing opportunities for assessing needs and increasing child rights/protection monitoring;
  • Monitors programme implementation and measures programme effectiveness;
  • Advises CD and FLM on programme/project content, direction and implementation, proactively;
  • Develops tools and formats for planning, remote monitoring and evaluation (in close cooperation with the Technical Specialist at HO) and supports programme staff and local partners in application of these tools;
  • Asks for support/suggests actions to Technical Specialist at HO;
  • Reports to the CD on programme implementation and programme effectiveness;
  • support CD in building WCH contribution to advocacy on child rights and capitalization/learning initiatives with other agencies.

2. Capacity building staff & local partners

  • Develops training manuals (with support of the Technical Specialist at HO) and carries out training of programme staff and local partners;
  • Indicates training needs and advices CD on possible improvements and training possibilities for the programme staff;
  • Trains/coaches local teams of programme staff on a daily basis and builds capacity of programme staff;
  • Delivers input to the CD for performance appraisals of the implementing programme staff;
  • Evaluates effectiveness and quality of project activities with the implementing programme staff.

3. Maintain network of contacts/ representation

  • Represents War Child in meetings related to field of work/position in coordination with CD and PC and PO;
  • Liaises with professional counterparts of (inter) national authorities and organisations in the fields of work (PSS/CP/Education);
  • Accompanies or represents the CD in (technical/content) meetings upon request.
    • Relevant academic background (Psychology, Pedagogy, Community Development, Social Sciences);
    • Knowledge of child protection and psychosocial programmes within emergency settings;
    • Knowledge of participatory assessment and community based programming;
    • Knowledge of quantitative and qualitative monitoring & evaluation tools;

Profile

  • Minimum of five years of experience with community based programmes management in conflict context;
  • Experience in developing and implementing emergency programmes;
  • Experience with management, training and capacity building of senior and junior staff;

  • Good analytical and problem solving skills;

  • Written and oral expressions skills for writing proposals and reporting;

  • Able to assess social/political situations and able to act in a diplomatic way in delicate situations;

  • Excellent command of English. Spoken Arabic is an advantage.

  • Team player to manage staff and to be part of a team;

  • Hands-on mentality;

  • Affinity with War Child’s mandate.
