- Background
Oxfam is a member of Oxfam International (OI) – an international confederation of organizations working together with partners and allies around the world to find lasting solutions to poverty and injustice. On a global level, OI strives to help communities suffering as a result of natural disasters, climate change, conflict, injustice, and poverty. OI helps those communities who are most in need, whatever their race, creed, religion, ethnicity, or nationality. Oxfam has been working in oPt since 1982 and supports humanitarian, development, campaigning, and advocacy programs both in the West Bank and Gaza, including East Jerusalem.
The Strategic Partnership -Conflict & Fragility project (SP C&F) on Women, Peace and Security, funded by the Dutch Ministry of Forging Affairs, supports Palestinian women's rights groups to raise their voices on policies and practices that affect their lives; and influence Palestinian and key international actors to support the inclusion and protection of women in national reconciliation and peace processes. Oxfam has been working under the project on supporting national level women’s rights organizations that lead the national coalition for the implementation of UNSCR 1325 National Action Plan (NAP), to achieve the change envisaged in the theory of change under Conflict and Fragility; which entails that the basic rights of Palestinian men and women living under occupation are respected by Palestinian, Israeli and international duty bearers leading to improved human security.
Under the second phase of C&F project 2019-2020, Oxfam partner namely MIFTAH (The Palestinian Initiative for the Promotion of Global Dialogue and Democracy) will lead on the development of the second UNSCR 1325 women’s coalition[1] strategic advocacy plan 2020-2023. Consequently, the purpose of this TOR is to seek a consultant to work closely with MIFTAH to develop the new women’s coalition strategic advocacy plan of the resolution to support in the implementation of UNSCR 1325 in the Palestinian context.
2. Context:
Palestine launched its first UNSCR1325 National Action Plan for the period of 2017-2019, the NAP was developed through a national effort led by the Ministry of Women's Affairs as the head of the Higher National Committee for the Implementation of UNSCR 1325. The development of NAP is considered a remarkable achievement for the Palestinian women's rights and Human Rights Organizations in oPt that aims to realize the UNSCR 1325 objectives of increasing the participation of women in peacekeeping and conflict resolutions, integrating the perspectives of women into peace agreements and reconciliation processes, addressing the impact of conflict on women, and protecting them from Human rights violations including sexual violation. On a similar note, Oxfam partner MIFTAH spearheaded the establishment of the Palestinian Women's Coalition for the Implementation of UNSCR 1325 and facilitated the process of the development of the coalition's Strategic Advocacy Plan in 2015 that is included in the current NAP. Now, as the Palestinian Authority is heading towards the development of second generation NAP, MIFTAH will support the development of the second women's coalition strategic advocacy plan (2020- 2023).
3. The overall objective of the assignment: **
The overall objective of the assignment is to support Oxfam partner MIFTAH and the women’s coalition for the implementation of UNSCR 1325 to develop the second UNSCR 1325 women’s coalition strategic advocacy plan (2020-2023), which will cover NAP pillars of participation, protection , prevention and accountability. The strategic advocacy plan will adopt local, national and international advocacy and influencing mechanisms to realize NAP pillars. Additionally, the consultancy involves the development of an operational plan of the first year of the strategic advocacy plan. It is worth noting that a national consultant will be working side by side with MIFTAH for the full development of the advocacy strategy[2].
[1] Formed in 2012, and led by the General Union of the Palestinian Women, the women’s coalition is considred a consecutive framework for the implementation of UNSCR 1325. The women’s coalition has representation from West Bank and Gaza and is a space for coordination and unification of programs and interventions.
