Monitoring Evaluation Accountability and Learning Coordinator

The purpose of the MEAL Coordinator position is to lead the implementation of all activities related to the section. SARD implements programming through direct implementation and could potentially work also through partner-led programming. The following is a brief description of the role.

The MEAL Coordinator provides recommendations to programme teams on how to ensure the development and implementation of high quality, relevant, efficient and effective activities.

KEY RESPONSIBILITIES & DUTIES:

MEAL:

· Line management for MEAL project staff both in Turkey and Syria;

· Adherence to SARD policies, guidance and procedures;

· Provide leadership and support to program in planning and standardizing M+E across projects

· Support field supervisors in developing data collection methodology and tools, and systems for on-going data analysis

· Ensure that monitoring data are feed into management decisions and used in program management

· Coordinate and manage MEAL implementation (activities and project documentation) in line with proposals, strategies and donor requirements

· Provide regular MEAL reports to the Head of Operations, including contribution to monthly report, assessment reports and MEAL regular reporting system in place;

Specific responsibilities

· Develop and update the MEAL framework, MEAL plans and Indicators Tracking Tables for each project

· Design and update MEAL and needs assessment tools as per MEAL plans, indicators and feedback from field teams

· Develop ToRs for needs assessments and tools as requested by the Head Of Programs

· Translate tools and support the Information Management Officer in the coding of tools

· Contribute to the development of new proposals and log frame

Data Management

· Support the Information Management Officer in developing analysis plan for each tool and undertaking data analysis

· Ensure that all raw, cleaned and analysed data for the MEAL team are archived on the DropBox

· Develop and update Data Protection SOPs and ensure SOPs are followed by all Turkey and Syria based teams/train all SARD teams on Data Protection SOPs

Reporting

· Produce baseline, endline, PDM and needs assessments reports and revise monthly monitoring reports

· Contribute to the monthly activity update reports

Coordination

· Set monthly plans and targets for his/her team

· Follow-up with the field staff in the implementation of MEAL activities and verify the implementation of work in accordance to the plans

· Participate in kick-off meetings and co-lead lessons learnt meetings

· Represent SARD in external meetings when relevant

Capacity-Building

· Train field teams on new projects (MEAL Kick-Off Meetings), on the MEAL plans and indicators

· Train field teams on MEAL and needs assessment tools and methodology

Staff Management and Code of Conduct

· Ensure that all new team members receive an induction on the MEAL department’s role and responsibilities

· Ensure that all MEAL activities are conducted in full respect to the humanitarian principles

· Conduct himself/herself both professionally and personally as per SARD’s code of conduct

· Ensure that all new staff in the MEAL department receive an induction session on SARD’s PSEA, Child Safeguarding and in Protection Mainstreaming

QUALIFICATIONS AND EXPERIENCE:

Essential:

· Bachelor’s degree, or associate degree either in social sciences or information management

· At least 4 years’ work experience in the MEAL sector or with NGOs

· Good knowledge of project target areas (North West Syria)

· Excellent communication and interpersonal skills, with the ability to work with a wide range of people

· Relevant experience in Information Management required

· Good MEAL or research skills

· Experience with both quantitative and qualitative data analysis

· Experience in data collection and data management

· Good analytical and problem-solving skills

· Excellent IT and computer skills (Microsoft Office Excel, Word, PowerPoint, PowerBi)

· Pro-active and able to manage and plan own workload

· Flexibility and adaptability to ever-changing needs

· Team player and able to work independently

· Strong communication skills; and Fluency in Arabic and English.

· Strong knowledge of computer applications specially, MS Office and Outlook

Desirable:

· Experience in conducting training
