Background
In 2009, International Medical Corps (IMC) established Health and MHPSS programs for vulnerable Palestinians-including capacity building for service providers and integrating mental health into primary health care services. IMC worked directly with the primary health care system to improve mental health service as well as sensitize the community while improving existing support networks for vulnerable groups. In the aftermath of the 2014 war, IMC implemented emergency response activities in 26 access-restricted areas. Activities included structured PSS activities for children; and capacity-building of community-based organization (CBO) staff on delivering Psychological First Aid (PFA), PSS services, and child protection. Building on previous experience, IMC currently implements a Health intervention in Gaza to help fill some of the existing gaps.

Job Purpose

The Team Leader (TL) will be responsible for the overall management of the project, supervise project implementation and staff, and serve as the principle interlocutor with key stakeholders. The TL will take a leadership role in coordination among various partners, and sub-awardees and/or contractors, ensuring the project meets stated goals and reporting requirements.

Main Responsibilities

  • Ensure strategic objectives and project results are accomplished and meet technical quality standards.
  • Act as primary project contact for all key interlocutors and stakeholders, taking responsibility for addressing all related project matters as identified by the donor and IMC.
  • Lead consortium in preparation and execution of workplans, compliance with standard operating procedures, and completion of deliverables and reports by project staff and/or sub-contractors.
  • Oversee project monitoring and evaluation, ensuring effective use of data and insights for project adaptation and evolution, organizational learning, and sharing lessons with stakeholders during implementation and beyond.
  • Ensure effective representation and relationship management with relevant stakeholders.
  • Ensure coordination to maximize impact and avoid redundancy.
  • Collaborate with International Medical Corps’ Global Security team to support staff and beneficiary safety and effective project implementation.

Financial Management and Compliance

  • Work with project staff to ensure timely and accurate financial and programmatic reporting.
  • Ensure compliance with donor and International Medical Corps policies and regulations.
  • ·Provide oversight to deliverables and activities of sub-contractors and ensure timely financial and programmatic reporting.
  • Oversee project communication strategies including compliance with donor marking and branding requirements.

HR Management

  • Establish project team. Recruit, lead, manage, and supervise International Medical Corps’ and consortium staff to meet objectives of the project.
  • Conduct periodic reviews of staff performance, ensure high levels of motivation and teamwork.
  • Ensure project and consortium staff are effectively inducted, including ensuring familiarity and compliance with International Medical Corps’ Code of Conduct, ethics, and values, as well as project-specific goals.

Qualifications

  • An advanced degree (minimum a Master’s degree) in medicine, public health, health administration, international health or a related field.
  • Understanding of USG and USAID regulations.
  • Experience in increasingly responsible positions with major donors funding: USAID, EU, DFID, preferably in the Gaza context.
  • At least 7 years of experience in health, humanitarian assistance, and emergency response, plus experience in managing complex international-donor funded development activities in challenging environments.
  • Prior work experience in Gaza highly desirable.
  • Demonstrated outstanding leadership, project management, coordination, organizational, teamwork and strategic planning skills.
  • Proven ability to work effectively with multiple host-country counterparts and representatives from other key stakeholders such as NGOs, the UN, and other donors.
  • Strong verbal and written English communication skills required.
  • Based in (Gaza) with frequent field visits upon security clearance
