Job Title: Partnerships & Liaison Officer

Duty Station: based in Urfa and Gaziantep, Turkey. Periodic travel may be required.

Job Purpose:

One purpose of this role is to support and promote the partnership approach in ingo’s – Turkey and build upon working relationships with partners, authorities and other agencies in our area of operations. Under the support of the Partnership Coordinator, this role includes facilitating specific partnership processes as well as institutional development, with a focus on expanding ingo’s ability to implement programs in Turkey through partners.

Under the direction of the Country Representative, the Partnerships & Liaison Officer is expected to review and assess multiple partners with a view to develop relationships with existing and potential partners. The PC will assess their suitability for a partnership by using institutional assessment tools available within ingo’s to determine partner strengths, weaknesses, capacity and capability to implement programs.

The second purpose of the role is to build and maintain strong working relationships with government authorities (AFAD, municipalities etc.) and other key stakeholders, such as muhtars/community leaders in our area of operations. The Partnerships & Liaison Officer, with the support of the Partnership Coordinator and Program Manager, will act as the regular point of contact in ingo’s with these varied stakeholders.

Strong networking and relationship building skills are required.

Job Responsibilities

Identify, assess and build/maintain relationships with current & potential partner organisations (25%)

  • List and assess a number of potential partners to determine their suitability to work with ingo’s. Assessments will include the analysis of mutual values, principles, governance, structure, accountability and management systems.
  • With the Partnership Coordinator, develop MOUs and partnership agreements
  • Follow up with partners on MOUs and reporting
  • Support the PMs to regularly review the partnerships, and ensure that any issues or disputes are resolved in a timely manner.
  • Support the PMs to communicate ingo’s policies and procedure, arranging training and induction as required
  • Ensure all budgetary issues are addressed between ingo’s and partner and ensure that mutually beneficial solutions are agreed in a timely manner.
  • Provide translation in meetings where necessary

Liaise and communicate with government authorities (30%)

  • Set-up meetings and provide regular reports & updates to local authorities and AFAD on ingo’s activities as required
  • Establish and build relationships with key authorities, ensure ingo’s is complying with required documentation
  • Provide translation in meetings where necessary

Liaise and communicate with community leaders (20%)

  • Assist the Program Managers, Community Field Officers and partners with sensitisation activities to introduce projects to community leaders, obtain feedback and ensure support of muhtars and other community leaders for proposed activities
  • Assist with ongoing communication with community leaders

Coordinate Capacity Building of partners (25%)

  • With the Partnership Coordinator, lead review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration
  • Under the direction of the Partnership Coordinator, review organizational assessments of partners or conduct new assessments and develop appropriate time bound development work plans
  • Work with the Program Director/Manager to identify and assist in the recruitment of technical specialists to build staff capacity.
  • Develop a capacity building framework and action plans with full participation of partners.
  • Establish links and build relationships with organisational capacity development providers inside Turkey including consulting firms, NGO support centers and universities.

Person specification

  • Excellent verbal and written communication skills
  • Experience working with local/central government authorities, community leaders and civil society organizations
  • Strong networking capability
  • Ability to organize and facilitate training sessions
  • Ability to develop capacity building frameworks and work plans
  • Commitment to, and good knowledge of, creating efficient, independent partner organizations, through effective capacity building and learning and development activities.
  • Fluent in Turkish. Strong written and spoken English. Arabic and Kurdish are desirable.

  • Commitment to ingo’s’ policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of ingo’s

  • Experience working in emergency situations.

  • May need to work after hours or at weekends.
