RET International has strategic alliances with UNHCR, UNESCO – IBE, etc. RET International has a wealth of experience working with adolescents and youth in displaced situation in Africa, Asia and Latin America. RET International is registered in Turkey since February 2014.

Programme Quality Assurance Officer

Introduction**:**

The position aims to ensure internal coherence, external synergies, efficiency and impact of RET’s project and programme outcomes from the beginning of the establishment of the projects in Turkey. For that reason, the RET is proposing the Programme Quality Assurance Officer position, which will be focused on monitoring and evaluation duties, including development of tools and procedures, training staff, guiding and advising Quality Assurance(QA) processes, and supervising monitoring and evaluation activities in accordance with the RET Strategic Business Plan and most particularly with the RET Education Strategy Plan.

The Programme Quality Assurance Officer will report to the RET Regional Technical Adviser and Reporting Manager and she/he will be based in Gaziantep.

Primary Responsibilities

In line with the objectives of M & E of the RET Programmes’ Strategy, under the supervision and in agreement with the RET Regional Technical Adviser and Reporting Manager, the Programme Quality Assurance Officer will:

  1. M & E procedures, implementation, supervision

– Design full M & E procedures and operating plans for projects & programmes in Turkey

– Supervise the effective implementation (by training and guiding the field-related staff) of M & E systems and procedures to ensure quality assurance, reliable outcomes and consistency in each distinct project & programme.

– In line with the objectives of the RET Programmes’ Strategy, oversee the monitor procedures of all Turkey projects and monitor results in terms of timelines, quality, efficiency and accuracy in compliance with RET and donor requirements.

– Calendarise the process of M& E in light of due dates for the Donor Reports and ensuring that this QA process is efficiently and effectively in place.

– Ensure the timely elaboration of all donor’s reports (where the Programme Coordinators in Turkey writes his/her report, and submits the draft to the RET’s Representative in Turkey for its revision; thereafter, the Programme Quality Assurance Officer receives inputs from RET Representative in Turkey and submits her/his edits, additions, comments to RET Regional Technical Adviser and Reporting Manager.

  1. Information & Knowledge Management – estimated dedication time: 25%

– In line with RET Programmes’ Strategy, organise all knowledge management procedures and products concerning Turkey, gathering the information, select, compile and document thematic information, and conduct case studies production with the support of field staff.

-Prepare and present annual regional qualitative and quantitative performance reports based on RET country projects and/or programmes in Turkey, analyse projects’ results, challenges and impacts.
– Keep RET Regional Technical Adviser and Reporting Manager and RET Representative in Turkey apprised of all situations, which could have the potential for a negative impact on programme performance in a timely basis, and of opportunities for new developments;

– Contribute to the development and implementation of the RET worldwide programme’s strategy and assist in the preparation of and attend all RET Education/Development Conferences.

It is important to notice that this particular domain of intervention will have to be harmonised with the Africa QA Regional Manager work through RET Regional Technical Adviser and Reporting Manager.

  1. Contribute to Project/programme Development

– Participate in conducting the RET’s NAAS (Needs and Assets Assessment Surveys) when necessary.

– Provide guidance and adjust all proposal’s logical frameworks in compliance with QA procedures and requirements before proposals are submitted to donors.

– When requested, provide inputs to the conceptualization of proposals, under the direction of RET Regional Technical Adviser and Reporting Manager and in consultation with the RET Representative in Turkey

– During the NAAS, ensure that the RET has a good relationship with all project stakeholders; identify and launch relationships with new project stakeholders and share/transfer key information to the RET Representative in Turkey. Donor and stakeholder relations are the responsibility of the RET Representative in Turkey, under the supervision of the Executive Director & CEO.

-Prepare draft terms of reference for consultants and supervise and support them in carrying out their tasks, when necessitated by and as directed by the Chief, Education Programmes in consultation with the Regional Director for Africa.

Secondary Responsibilities

– Participate in the recruitment of staff particularly related to the QA duties in Turkey

– Represents the RET in educational and other relevant venues such as conferences, meetings, symposiums, etc. as directed by RET Regional Technical Adviser and Reporting Manager, or when opportunities are identified by the RET’s office in Turkey. Formal reports of such meetings, conferences, symposia are to be published by the Programme Quality Assurance Officer to RET Regional Technical Adviser and Reporting Manager.

– Write articles and relevant documents aiming to disseminate RET’s achievements, lessons learnt and/or models of interventions in recognised magazines when opportunities and timeframe are identified by RET Regional Technical Adviser and Reporting Manager, only when, in advance communicated to and approved by RET Regional Technical Adviser and Reporting Manager.

– To develop a positive working relationship with other members of the RET team.

– To contribute to the fulfillment of the organisational objectives and implementation of plans, as outlined in the Strategic Business Plan and other documents, and as directed by RET Regional Technical Adviser and Reporting Manager and/or the Executive Director & CEO.
