ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVES
The Program Manager will be responsible for the correct design, implementation, monitoring, and reporting on current and future ACF Food Security and Livelihoods projects in the Gaza Strip.
SPECIFIC OBJECTIVES
1.Understanding the food security and livelihoods sector in the geographical areas of intervention
Collect and analyse primary and secondary data related to the food security and livelihoods sector in the Gaza Strip; this undertaken in close coordination with other local and international organizations
Analyse the activities in the livestock and agricultural sectors with cooperatives and relevant stakeholders
Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant needs assessments
2.Project implementation, follow-up and monitoring
Organize and supervise the effective implementation of ACF food security and livelihoods project activities, in close coordination with administration, logistics, and WASH departments
Define program implementation modalities and methodologies (including, but not limited to technical specifications, identification and registration of beneficiaries, distribution and sensitization)
Analyse the appropriateness, adequacy and potential impact of all interventions based on known contexts and needs
3.Food Security and Livelihoods team management
Participate in the recruitment and training of field officers, social workers and new members of the Gaza FSL team
Plan and coordinate team members’ activities through weekly and monthly work schedules
Identify the FSL team training needs
4.Miscellaneous
Participate in the development of all technical tools related to FSL projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports…);
Participate in workshops and ad hoc meetings related to FSL areas of intervention and report systematically to the HoB and Technical Coordinator
PROFILE
· Bachelor’s and/or Masters Degree in Agriculture
· Livelihoods program design and implementation, preferably in the Middle East. Knowledge of agriculture, livestock and value chain development would be an asset.
· At least 5 years field humanitarian experience.
· Experience on conflict affected areas would be an assetAbility to write donor reports and proposals in English.
· Able to design programs and budgets at scale.
· Training and capacity building experience.
· Strong analytical skills.
· Able to propose innovative solutions.
· Diplomatic and tactful, positive and solution oriented, professional and transparent.
· Team spirit and good communication skills.
· Organized and self-motivating.
· Experience in team management and problem solving.
· Able to understand and work in a complex political context such as Gaza.
· Able to work under pressure and with deadlines in high security context and challenging living conditions.
· Culturally adaptable and experience working with other relevant international organizations with a humanitarian focus.
· Fluency in reading, writing and speaking English
· Fully proficient in MS-Office, Outlook and Skype, familiarity with GIS and ODK an asset
REMUNERATIVE PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
Duration: 12 months
Salary: from 1.375€ to 1.750€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain).
ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.
Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
House and maintenance covered by the organization (including per diem): package estimated according to the destination.
Travel costs to and from the mission.
25 working days of paid leave per year.
Break: additional rest period, including travel cost to a reference area and economic help of 215€.
Health, repatriation, travel and life insurance covered by the organization.
Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
