The EU Aid Volunteers is an initiative of the European Union. It brings together volunteers and organisations from different countries, providing practical support to humanitarian aid projects and contributing to strengthening the local capacity and resilience of disaster-affected communities. Participants in the EU Aid Volunteers initiative must be over 18 years of age and be a citizen of an EU Member State or a long-term resident in the EU.

TASKS

Technical Tasks

• Support in design and follow up on previous and ongoing application of Community Empowerment within the CPA programmes in WWGVC missions, ensuring proper implementation in compliance with CPA main objectives;
• Desk review of existing frameworks of community empowerment, to assess the solidity of the approach proposed based on the Participation Ladder;
• Contact and coordinate regularly with key staff in WWGVC missions to collect documentation, feedbacks and evidences informing the elaboration of a Community Empowerment strategy and to ensure respect of Community Empowerment principles ;
• Train and collaborate with WWGVC missions over Community empowerment within CPA programme as needed
• Support the monitoring, evaluation, and learning process in ensuring integrating Community Empowerment with in the CPA;
• Work with the CPA Programmes Coordinator and IAIU related staff to conduct technical research and improvement of methodologies, as needed.
• Elaboration of additional research based on the results of meetings and discussions with WE WORLD-GVC Innovation Unit;
• Work closely with the Data Analysis and Research Officers in support to the elaboration of tools for Community Protection Approach, the Individual Protection Approach and Integrated Protection System of Indicators, and ensure that community empowerment is properly reflected in the tools;
• Review the tools of the CPA and provide feedback on how community empowerment is consistently ensured to the Unit Specialists;
• Study the use of Protection Response Plans in local government planning in the WWGVC missions, in coordination with relevant IAIU team members;
• Elaboration of related documentation to communicate in a simple manner the position of We World - GVC on Community Empowerment;
• Provide specific advice, in coordination with gender expert, on how to ensure integral empowerment taking into consideration Age, Gender and Diversity;
• Proactive engagement of WeWorld-GVC project management on the basis of current projects and programmes, to ensure alignment to the community empowerment principles and basics developed by the organization;
• Provide technical design and implementation support to WWGVC missions to ensure a community empowerment are reflected in the CPA programmes implemented;
• Elaborate training material, manuals and other documentation to support the capacity building and mentoring of WeWorld-GVC staff in different missions;
• Provide ongoing reports on the status of the community empowerment processes with CPA projects/programmes implemented in WWGVC missions.

Communication and Awareness on EU Aid Volunteers Initiative

• Promote local volunteerism in disaster risk reduction, prevention and response;
• Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
• Promote partnerships and collaboration between local and European organizations;
• Draft and publish articles describing volunteer's experience in the field;
• Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
• In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.

Other: The EU Aid Volunteer shall perform other duties, as required.

REQUIRED COMPETENCES

Studies:

  • University degree (BA) in International Development, Humanitarian Emergencies, Social Sciences, Political Science, International Relations or other relevant discipline;
  • Desirable humanitarian/development project cycle management knowledge;

Languages:

  • Very good knowledge of English written and spoken;
  • Knowledge of Arabic is an asset;

Skills:

  • Good writing skills including writing clear and well-argued assessment as well as excellent reporting skills;
  • Good knowledge of project monitoring and evaluation tools;
  • Good interpersonal skills and stress management;
  • Good knowledge of MS Office suite, especially Excel;
  • Excellent interpersonal and communication skills and ability to work in a multicultural team;
  • Adaptability;
  • Flexibility, tolerance and stress resilience;
  • Team working;
  • Intercultural awareness and respectful attitude towards other customs and traditions;
  • Organizational skills;

Experience:

  • At least 3 years of work experience in in developing countries and/or other rural settings in development and/or, relief and recovery and/or humanitarian assistance related field;
  • At least 3 years’ experience in community-based projects, related or aiming to any aspect of community empowerment;
  • Research knowledge or relevant experience in bottom-up approaches to local planning, or participatory engagement of local population (participatory budgeting, community-driven planning, and others).**CONDITION OF SERVICE**

Learning Opportunities

The EU Aid Volunteer will attend a 30-hours online training and a 9-12-days in presence training before her/his deployment. The in presence training will have a standard part for all the candidates and some optional modules, decided according to the competences of the EU Aid Volunteer and the needs of the hosting organization.

The EU Aid Volunteer will have a Learning and Development Plan for the on-going assessment of her/his competences during the deployment.

Working and Living Conditions

Hosting Organization: WeWorld-GVC Palestine;
Length of Deployment: 7 months;
Deployment duty station:Jerusalem, Palestine.

Conditions of service during deployment:
· A monthly Subsistence Lump Sum (489,84 Euro per month) intends to cover basic needs and local transport.
· In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen.
· Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.
· The working calendar will be corresponding to the agenda and system established in the field.
· For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.

Conditions related to in-presence training:
· If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
· EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
· EU citizens on a temporary assignment in a third country that lasts less than 18 months;
· EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months;
Please note that more than one candidate per position will attend the training, to create an additional pool to cover drop-outs and unforeseen needs.

Eligibility and exception criteria

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for the following activities:
• Training in presence in October/November 2020;
• Pre-deployment induction in WE WORLD-GVC HQ, in Bologna in November 2020;
• Deployment starting from the date specified in the vacancy.

Dates might change due to the ongoing COVID-19 outbreak.

Minimum Requirements

Shortlisting and Interviews

• Shortlisting and interviews of the candidates: from 30/08/2020 to 15/09/2020.
• In case of changes of the dates, the candidates will be notified.

Interview Process

• All the interviews will be done online. The interviews have the aim to explore both the competences and the motivations of the candidates;
• The candidates selected for the training will be notified at least one month before the training. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;
• Please note that more than one candidate per position will attend the training;
• The final decision about the candidate to be deployed will be taken by sending and hosting organization after the training.
