Job Title: Project Officer

Job purpose:
Facilitates meaningful access to humanitarian assistance and services for the displaced people in the sites according to their needs and agreed standards. The project Officer protects the interests of the site populations towards the site stakeholders (authorities, UN agencies, organizations, civil society, etc.), advocates for quality services, and contributes to strengthening the coordination of the site activities.
Duties and Responsibilities:
Recruit, train and supervise camp management staff and volunteers.
Establish, strengthen, coach and monitor effective, transparent and representative site governance systems including coordination of service provision and other defined camp activities.
Ensure participation of the site and host populations in the camp governance and coordination system with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes. Apply a participatory approach to identify, analyze and prioritize camp needs in order to avoid service duplication and gaps in assistance and protection.
Ensure maintenance and improvement of site structures in accordance with agreed upon international and national standards.
Promote and facilitate accountability towards site populations through setting up complaints and feedback mechanisms.
Ensure clarification of roles and responsibilities amongst stakeholders in the camp.
Set up and maintain site information management systems in line with global CCCM Cluster guidelines including sex- and age-disaggregated data collection and transparent information sharing with all relevant stakeholders, upholding the principle of confidentiality.
Ensure that the displaced are aware of the assistance and services available in the site and how to access them.
Monitor service provision including cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV) and other protection concerns, according to agree upon guidelines, standards and indicators.
Support the development of effective site referral mechanisms in close collaboration with relevant stakeholders.
Ensure contingency plans, site closure plans and exit strategies are in place for each site.
Act as the central focal point for all activities and issues taking place at the site level.
Specific duties:
Develop monthly and weekly plans and write regular reports on progress of activities.
Maintain constant contact with team members and with direct and indirect beneficiaries (receive their requests, provide available information, etc.).
Assist the Camp Management team in developing strategies, planning of and reporting on all activities, challenges, lessons learned, preparing and updating action plans.
Ensure adherence to national and organizational camp response policies.
Represent the Camp Management team externally when requested.
Plan and conduct regular trainings for the Camp Management team on technical Camp Management topics.
Participate in weekly site coordination meetings, providing updated site information.
Respect the total confidentiality of the information collected and circulated.
Follow organizational security measures.
Be committed to participate to any other task in order to achieve the project overall objective.
Academic Qualifications:
Bachelor Degree in any discipline related.
Requirements:
At least 2 years’ experience from work in camp management, protection, community services or related.
Experience in all phases of project cycle management.
Previous experience from working in complex and volatile contexts.
Experience from working in the geographical region.
Fluency in written and spoken English and local language.
At least 3 years proven experience in training and managing a team.
Knowledge of humanitarian principles and code of conduct.
Skills:
Patience, good personal organization, communication and ability to work in teams.
Capability to establish good and respectful relationship with other actors.
Very good interpersonal and diplomatic skills.
Flexible and willing to learn.
Ability to work under time pressure, independently, and with limited supervision.
Computer literate (Word, Excel and PowerPoint).
