TASKS DESCRIPTION AND RESPONSIBILITIES
A. Follow up of activities, definition of objectives and to be the closest counterpart of the logistic coordinator under the following domain
Describing and analyzing logistic activities
Assist the Logistic Coordinator in compiling and analyzing logistics statistics on the activities in the country
Assist the Logistic Coordinator drawing up reports for the coordination and the fields in order to provide good monitoring of the mission (Sitrep, activity reports, visit reports, etc.)
Participating in discussions on the running of the projects and the definition of objectives of the mission
Participate in exploratory mission and rapid response to emergencies when requested in any area of the country with the limit of security level
Participate in the surveillance of project operations
Assist the Logistic Coordinator and Supply manager in building up a coherent E-Prep Stock to assure a quick response to different possible scenarios.
Contribute in implementing any MSF operation in the country
Travel around the different projects supporting and following up logistics activities whenever possible/needed
B. Implementation of Programs
Assist in planning, following up, organizing and supervising the running of logistics activities in the capital
Assist the Logistic Coordinator and the Supply Manager / MSF Intersectional Supply Unit in case of problems with the shipping and/or clearing process of International cargo.
Drawing up SAV files and submit it to the Logistic Coordinator for all equipment’s that need to be sent to Bordeaux and Paris
Give support to the Supply Manager/Log Supervisor to ensure the maintenance and revision of emergency E-Prep stock
Ensure that resources and equipment are maintained properly and renewed when necessary in order to be adequate for the needs of the logistics team under his supervision and this in close collaboration with the Log Supervisor.
Follow & supervise the maintenance and repair of all IT, communication & office equipment’s
Plan installation and/or removal of equipment’s
Maintain and ensure that all computer, telephone and communication equipment’s are working correctly
Ensure antivirus and spy ware are updated on all computer of the coordination
Provide antivirus update to the field when requested
Ensure all coordination staff know how to do a backup and ensure availability of backup storage drive
Evaluates and recommends on the status of the Data processing equipment’s i.e. computers
Setting up and monitoring the application of MSF tools for all projects both in Turkey as in Syria.
Update of the TuFioul, TuGeres & TuSuisTesStock and send it to the Logistic Coordinator before the 5th of each month.
If the information is delayed from the field, he will assist his colleague with a visit on the field.
C. Communication procedures
Assist the Logistic Coordinator in updating and drawing new communication procedures for the country
Ensure that the communication procedures are known and respected by all the staff.
D. Security regulation and context
Following the information related to security broadcast by the local media on a daily basis and send a summary (or articles) to the Logistic Coordinator
Assisting the Logistic Coordinator in the preparation of security incident reports
Evaluate and analyze the risks of any security incident and MSF operations in collaboration with the Logistic Coordinator
Update of operational documents relating to security tools and guideline (procedures, maps, situation reports, etc.) in collaboration with the Logistic Coordinator
Assist the Logistic Coordinator in developing a list of relevant contact to follow the security situation in high risk zone of the country
Ensure that the security regulation are respected by all the staff
E. Human Resources Management
Managing the team
Leading and organizing regular team meetings
Organizing the circulation of information within logistic department
Identifying the personnel showing potential within his team
Supporting the capital team with national personnel management
Organizing teams and planning
Applying internal regulations
Resolving conflicts
Individual reviews
- Carrying out annual individual reviews of supervisors under his responsibility and delegating the responsibility for carrying out reviews of other personnel
Administrative framework
Assist the Logistic Coordinator in the definition of new position required in a given activity and drawing up job descriptions
Organizing the recruitment of personnel for the activity (with support of the CoFiRH & LogCo)
Adhering to internal regulations regarding working hours and any other issues that may arise
Taking on the translation of important or confidential documents at the request of coordination team members
REQUIREMENTS
Education: Essential University or Technical School diploma.
Languages: Good spoken and written English and Arabic is compulsory. (Turkish is an asset)
Computer skills: Essential computer literacy (Outlook, Word and Excel).
Experience: Essential working experience of at least two years in NGO related jobs
Desirable working experience with MSF or other NGOs, or in developing countries
