Background:
Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, GC is responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than only relief delivery.
GC is a fully registered organization in Turkey and are currently building its humanitarian response professionals in Turkey. GC intends to hire a full-time Reporting, Monitoring and Evaluation Officer to implement projects, while based in Gaziantep through humanitarian assistance programming.
Responsibilities:
GC is seeking a professional for the position of Reporting, Monitoring and Evaluation Officer in Gaziantep.
The Reporting, Monitoring and Evaluation Officer reports to the Monitoring and Evaluation (M&E) Manager and will be primarily responsible to ensure that all information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner for donors and internal purposes for GC Turkey/Syria mission.
The Monitoring and Evaluation Officer is responsible for the following:
Reporting
- Coordinate with partner’s team and other GC staff to provide timely inputs for monthly and quarterly progress reports and any other required reports.
- Develop monthly reports on GC’s activities to feed into donors reporting system
- Oversee GC’s efforts to document success stories, including working with members of the partners team
- Assist the Monitoring and Evaluation (M&E) Manager in responding to requests from donor regarding the status of programs/activities and/or other issues
- Provide high quality editing and formatting for all program related documents;
- Provide relevant expert services to the project management unit, program components and implementing partners on reporting and communications and act as a facilitator or trainer;
- Provide through progress reporting continuous analysis of the achievements, facilitate project review and evaluation
Monitoring
- Assist the Monitoring and Evaluation (M&E) Manager in developing systems for screening and selecting beneficiaries, including assisting in the design of relevant tools when necessary
- Work with other members of the GC team to design relevant monitoring forms and conduct training for staff on the correct use of such forms
- Conduct field visits on a frequent basis when security permits to community project sites to monitor community / stakeholder participation, project activities, provide technical assistance and troubleshoot along with the partners’ team.
- Provide monthly and quarterly updates to the Senior Management Team of the Indicator Tracking Table
- Work with the Monitoring and Evaluation (M&E) Manager to develop donor-compliant branding and marking materials
- Assist in data entry and ensure proper filing of M&E documents.
Evaluation
- Work with the Monitoring and Evaluation (M&E) Manager and partners team to develop evaluation tools and sampling methods and protocols
Conduct qualitative and quantitative surveys of program impact to assure the project goals are being met and that the GC team is able to constantly improve the quality of program implementation.

Position Requirements:
Education and Training
A university degree in development, public policy, public relations/communications, journalism or other relevant field, or a combination of experience and education working in this sector.
Experience
At least 3 years relevant experience with international organizations in reporting for and monitoring and evaluation of complex projects.
Past work with international donor funded programs preferred.
Technical skills
High analytical and reporting skills
Experience carrying out M&E tasks, including survey work.
Ability to solve problems in the field with partners, local committees and beneficiaries.
Possess excellent writing, editing, and speaking skills in both English and Arabic.
Must have good command of MS Word, Excel, Access, PowerPoint and Arabic language typing.
Good command of spoken and written English and Arabic. Turkish is desirable.
