Background
The Syrian Association for Relief and Development (SARD) is a humanitarian non-profit agency created in 2013 that provides multi-sectoral emergency relief and rehabilitation assistance to vulnerable communities in North West Syria.
SARD is headquartered in Mersin (Turkey) and has a field office with its partners inside Syria. A team of 100+ staff based in Syria is implementing humanitarian activities, including the distribution of cooked meals, NFI/ hygiene kits, food baskets/vouchers and rehabilitation of shelters for the most vulnerable households. Field teams are supported by the Turkey-based team.
In 2020, SARD piloted a project aiming at providing multi-sectoral assistance to Orphans & Vulnerable Children (OVC) affected by the conflict in North West Syria. The project providing safe housing for children aged 4 to 18. Activities cut across several sectors, namely: shelter, protection, education, mental and emotional support as well as giving the children the opportunity to be part of a family through a fostering program.
Purpose of this Assignment
SARD is seeking a Protection expert with a training and capacity development mindset to work with SARD teams to support their programmatic expertise and identify capacity-building needs. The Protection expert – with support from Project Manager/Protection Focal Point, will also support the development of an external referral systems for protection related issues.
Consultancy Objectives and Scope
The consultant will focus on all SARD projects operating in North West Syria. The Protection expert will work closely with the Project Manager/Protection Focal Point, ‘s Senior Management Team, SARD’s field team and M&E Advisor. Most of the tasks of the Consultant will be related to the 2019 Protection evaluation’s recommendations that will be shared with the Consultant as part of the desk review.
Objectives:
1. Capacity development (40%)
- Assess the SARD protection mainstreaming strategy and recommend necessary adjustments if required
- Prepare a TOT and train SARD team (7 persons max)
- Design a test before and after the training for the teachers to evaluate the participants
- Develop a refreshment training program for all the SARD team. The training package will be based on the training material SARD has previously used and will include at least
· Protection mainstreaming
· Referral pathways
· GBV mainstreaming
· Protection from Sexual Exploitation and Abuse
· Child protection and Safeguarding (adjustment can be made upon the consultant will)
In order to measure the impact of the refreshing training on the SARD team, the Consultant will design an evaluation tool before and after the training, for the trainers to measure the knowledge after 3 months (and potentially after 6 months) and to report on the findings
The Consultant will advise, should needed, on additional training requirement to ensure protection mainstreaming throughout the program
2. Programmatic support (30%)
Based on the set of recommendation provide with the previously mentioned evaluation, and in accordance with the expectation of the Senior Management Team, the consultant will support SARD implementing some recommendation, with a special focus on following
o In coordination with the SARD Project Manager/Protection Focal Point, the consultant will develop a set of indicators to be used to measure how protection is mainstreamed throughout programming, based on the ECHO recommendation and on the lessons learnt by SARD of the last 18 months if the implementation
o In coordination with SARD Project Manager/Protection Focal Point and field teams, further refine SARD project’s design including activities and logical framework and advise on the development of M&E tools.
o In coordination with SARDs’ Project Manager/Protection Focal Point and field teams, develop comprehensive and appropriate guidelines for the implementation of SARD project‘s activities. Train the project team on the implementation of the guidelines.
3. Referral system design (30%)
As per the recommendations from the evaluation, the Consultant will ensure that SARD will put in place an effective referral system:
o With support from SARD project team, map out protection actors in SARD’s areas of operation and support the design of an external referral system for protection issues/needs.
o Develop comprehensive and appropriate guidelines on the referral system and train the project team on the implementation of the guidelines.
o Train the “teachers” on the referral pathways
o Ensure/develop set of indicators for SARD to be able to measure performance of the referral system.
Deliverables **
The Protection expert will be expected to produce the following:
1. Capacity development:
- Training material ready to use in English and Arabic based on the material provided by SARD
- TOT program and material
- “Cascade” training program for all SARD team (to be implemented by the TOTs
- Pre and post-test for all trainees and evaluation template report
- Revised protection mainstreaming strategy
2. Programmatic support:
- Revised project design and logical framework
- Guidelines and M&E tools for the implementation of the revised project design
- Set of indicators and measuring tools for the protection mainstreaming and ensure Program Team are aware of its implementation
- Training material (if any)
3. Referral system:
- Map of protection and protection actors in SARD’s areas of operation
- Design of external referral system
- Referral system guidelines **
- Training material (if any)
Documents may be delivered in English- and whenever feasible in Arabic. SARD may be able to support for the translation of training material and during workshops. Please note that all documents designed as part of this consultancy will remain SARD’s property.
Timeframe
This consultancy is expected to take up to 30 days between February 2021 to April 2021.
Proposals should present a detailed technical proposal and budget including a break-down with the number of expected working days for each objective and all consultancy-related cost (travel, insurance, etc.). Please note that SARD would be able to host the consultant in its guesthouse.
Qualifications
SARD seeks expression of interest from Protection experts with the following skills/qualifications and expertise:
• A Post Graduate degree in protection international development or related field (essential) / Child protection international development (preferred).
• Proven experience (minimum 15 years’ experience) in protection programming and advisory (essential)
• Proven professional experience in capacity-building of local partners (essential)
• Experience working in the North West Syrian context (preferred)
• Fluent and literate in both English (essential) and Arabic (preferred) – alternatively, SARD will be able to support for translation services
• Ability to travel and undertake data collection in Turkey – pending Covid-19 restrictions (essential)

- The maximum number of points shall be allotted to the lowest Financial Proposal that is evaluated and compared among those technical qualified candidates who have attained a minimum 60 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
