Job Description
Main tasks:
· Develop and strengthen monitoring, inspection and evaluation procedures;
· Contribute to proposal writing and quality assurance of logframes and M&E in proposals;
· Create framework and procedures for the monitoring and evaluation of project activities and results;
· Support Program Manager and Coordinators in designing and developing logical frameworks and output, outcome and results-based monitoring system;
· Support Program Manager and Coordinators on research, baselines, and data collection tools;
· Support and provide guidance to NPA’s local partners on M&E;
· Contribute to capacity building and organizational development of local partners, including supporting Programs Manager in developing systems to track progress on capacity building and organizational development of partners;
· Contribute to reporting and quality assure all reporting on outputs and results to donors, including developing monitoring systems in complex situations;
· Overall responsible for M&E on all assigned grant(s)/project(s) including monitoring data quality, outputs, results, and the sustainability of results;
· Develop relevant training modules and train staff on M&E and in project-specific tools and systems to track and document progress against outputs, outcomes and results;
· Participate in annual projects reviews and planning workshops and assist the Programs Manager in preparing relevant reports;
· Assist in coordinating across the available components of the programs in order to ensure effective implementation of M&E;
· Support Programs Manager in facilitating any external supervision and evaluation missions and Monitor the follow up of evaluation recommendations;
· Highlight NPA Syrias achievements and results to Communications coordinator;
· Perform other duties as required.
Required Skills and Experience
Experience and knowledge:
- Advanced university degree (Master’s degree or equivalent) in Business Administration, Economics, Management, Political Science or in a related area. Additional years of qualifying experience may compensate for a master’s degree;
- A minimum of 4 years progressively responsible experience in Monitoring and Evaluation;
- Extensive experience in the design and implementation of M&E in development and humanitarian projects implemented by national/international NGOs/UN bodies/ Government;
- Extensive experience in project planning and proposal development;
- Experience in designing tools and strategies for data collection, analysis and production of reports;
- Expertise in analyzing data and statistics;
- Strong training and facilitation skills;
- Experience working in a multi-cultural and/or international work environment.
Skills and special aptitudes:
- Fluency in oral and written English and Arabic are required.
