Enabling Environment Advisor -İstanbul, Gaziantep or Ankara

SPARK, in partnership with a group of local private sector development partners, NGOs, and donors, is creating sustainable jobs for Refuges and Vulnerable Host Communities in the Middle East (Jordan, Iraq, Lebanon, OpT) and Turkey. Our local partners are creating jobs for youth at and facilitate their access to labor market through expanding existing SMEs, supporting start-ups, assisting companies to train & recruit staff and to make academic curricula market-driven.

Within the framework of above-mentioned programme, “Employment creation through improved access to finance for Syrians under Temporary Protection and Host Communities DAHIL” will be implemented in Turkey. It focuses on job creation among Syrian refugees and vulnerable Turkish community members, in four ‘refugee affected’ provinces notably Adana, Gaziantep, Hatay and Sanliurfa by;

  • Improving access to finance for Syrian and Turkish owned Micro Small and Medium Enterprises (MSME’s)

  • Supporting growth of MSME to provide quality job opportunities

  • To increase new sustainable businesses in host communities

  • Institutional capacity building of relevant public institutions

SPARK is looking for full-time (40hrs/week) ‘Enabling Environment Advisor’ to map out policy reform suggestions to facilitate the growth of SMEs and thereby job creation and convey these to the relevant policy makers in governmental institution. This will include the development of a white paper, bringing the main recommendations to the attention of policy makers and the organisation of events to promote these solutions.

Vacancy is conditional upon final donor agreement

Main Tasks and Responsibilities:

· The responsibilities and tasks include, but are not limited to:

· Develop a white paper, mapping out concrete recommendations and solutions to facilitate the growth of SMEs & Start-ups in Turkey, particularly from the SuTP and Turkish community;

· Bring these solutions to the attention of policy and regulatory officials through bilateral meetings and the organisation of policy dialogue events and conferences

· Help simplify registration processes for Syrian refugee owned businesses or Syrian-Turkish joint ventures

· Enhance the capacity of relevant public institutions in MSMEs support, focusing on Syrians owned businesses, in the light of the recommendations of the white paper;

· Other tasks as may be required.

Requirements and Skills

  • At least 10 years of experience in project management, policy development or finance

  • Proven experience on policy work with the authorities, including experience with SME related policy dialogue with Turkish Government authorities at national level

  • Experience at senior level with institutions such as KOSGEB or TOBB considered a strong asset;

  • Network and experience with Syrian business community in Turkey considered a strong asset;

  • Ability to build consensus amongst wide range of views and complex personal and inter-organisational dynamics,

  • Excellent interpersonal and verbal communication skills,

  • Fluency in written and spoken Turkish and English
