The Syria Civil Defence (also known as The White Helmets) is a community-based first responder and community worker organization established as a response to the Syrian conflict. The organization has been working in non-regime-held areas inside Syria, currently joining nearly 3,000 volunteers operating through 87 community-based teams and 33 women’s points. Their work has received unparalleled levels of international recognition and support for a local organization in war, becoming a symbol of humanity and inspiration not only in Syria but internationally.

Syria Civil defence receive both governments and private funding with an annual budget of around 25 Million USD. Our Headquarter is in Syria and we operate support offices in Turkey and overseas.

SCOPE OF WORK

Under the supervision of the Human resources Manager the Human Resources Officer primary role will be to ensure adhering and implementation of the day-to-day operations of the human resources policies and procedures and providing support to the various human resource functions. The Human Resources Officer will partner with the HR Manager to ensure HR life cycle is conducted in the most systematic and professional manner and in line with the organization’s strategies and policies.

Duty Station: Gaziantep

Contracting Type: Annual employment contract.

Line Manager: Human Resources Manager

Line management responsibility: NA

Full/Part-Time: Full time

Probation Period: 3 months

Tasks and Activities

  • Work together with the HR Manager in the implementation of SCD Policies and Procedures and ensure all HR activities are carried out in adherence to these standards

  • Assist staff in clarifying on HR policies, processes, procedures, and standard SCD practices

  • Managing recruitment, and coordinate and monitor contract renewals; all staff-related entry and exit documentation upon hire and at exits after the end of assignments.

  • Plan, conduct, and track new employee orientation to ensure every new hire receives onboarding/training and fosters a positive attitude towards organizational objectives.

  • Maintain the HR data base (inclusive of the leave database, tracking of staff probationary periods, timesheets, etc). Regularly update the personnel records filing system ensuring that information is filed in an orderly and timely manner.

  • Ensure staff personnel files are updated on a routine basis and kept confidential

  • Follow-up with regular working hours, holidays, and paid/sick leaves for all employees

  • Work with HR Manager to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.

  • Maintain up-to-date knowledge of the government of Turkey laws and regulations as they relate to labor, taxation, immigration, and any other legal requirements and regulations that impact on the human resources function. Ensure compliance with these laws and regulations.

  • Regularly review personnel policies and human resource systems and procedures in accordance with SCD and Government of Turkey laws/regulations. Make recommendations to the HR manager for modifications and amendments to existing policies, systems, and procedures as required.

  • Respect and implement all principles of protection from sexual exploitation and abuse, and ensuring the safeguarding of children.

  • Follow-up the performance system and its documents and training requests approvals and training evaluation and maintain all related documents,

  • Note: the above-mentioned responsibilities are illustrative ones. Another future responsibilities/accountability may be assigned to the job depending on the department's organizational chart or title.

Required Qualifications/ Education, Experience:

Essential:

  • University degree in HR, business administration, or related fields.

  • At least 1 year of experience in the human resources field.

  • Very Good level in Arabic, English and Turkish.

Desirable:

  • Advanced university degree in HR, business administration, or related fields.
  • At least 2 years of experience in human resources at INGOs/NGOs.
  • Advanced level of Arabic, English, and Turkish
