Role Purpose:
- To lead SEMA programs strategies and plans development.
- To ensure programs implementation comply with the highest quality standards, SEMA’s policies, humanitarian principles, and donors’ regulations and agreements conditions.
- To provide the necessary leadership, strategic direction, guidance and support to programs managers and team members to ensure proper implementation of the projects within the required time, cost, quality, and donors’ requirements.
- To provide necessary support in SEMA’s programs and projects development and proposals.
- To establish and maintain positive working relationships with government officials, donors, partners and other stakeholders.
Main Duties and Responsibilities:
- Lead, manage, direct and develop the programs department team based in Turkey and Syria.
- Recruit, hire, supervise, performance manage, motivate and appraise the team members to deliver the required goals and objectives of ensuring proper implementation of programs and project within the required cost, time and quality and highest impact to beneficiaries.
- Set employees’ performance goals that are derived from the department’s KPI’s.
- Provide necessary coaching and mentoring to employees during the performance cycle.
- Evaluate / appraise the employee’s performance periodically.
- Set the employee’s development plans at the end of the performance cycle.
- Participate actively in SMT meetings and other department meetings as requested.
- Provide guidance and support on programs management approaches and standards, and lead the team’s capacity development.
- Provide all necessary support to the programs team and help resolve all issues and conflicts that may arise as a result of the day-to-day operations.
- Manage meetings with department staff to distribute monthly, weekly and daily tasks.
- Lead and manage the preparation, development, formulation and review of concept notes and project proposals in SEMA based on conducted needs assessment and in coordination with other parties in SEMA, to ensure continuous funding.
- Collaborate and coordinate with other department heads to prepare and deliver quality proposals.
- Contribute to and assist in the formulation of the annual executive and department plans.
- Lead the design, development, and review of the programs department policies, SOP’s and guidelines.
- Identify new partnership opportunities.
- Lead the needs assessment phases in multi sectors.
- Ensure all SEMA’s programs are compliant with SEMA’s policies and donor’s regulations.
- Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, government authorities and related stakeholders.
- Represent SEMA locally and internationally in events, donor’s meetings, NGO platforms, workshop and clusters.
- Lead program and project planning and review in coordination with programs managers.
- Oversee proper coordination in processes with other departments
- Supervise and control schedules, expenses, deadlines, budgets and activities
- Resolve programs major issues related to deadlines, agencies, donors and other departments.
- Ensure the right communication process between programs team and other departments inside the organization
- Communicate with donors and partners for major modifications, and strategic planning related to the ongoing and planned programs and projects.
- Ensure humanitarian principles are in place in all the organizations’ programs and projects.
- Conduct field visits to SEMA’s hospitals and medical centers.
- Provide necessary training and capacity building to program staff and health providers.
- Collaborate with the Education Department to facilitate and support the implementation of education projects.
- Provide necessary leadership and assistance in SEMA International programs.
- Review and approve periodic reports before submission to donors and partners.
- Promote and model a positive, professional and respectful office culture.
- Any other duties assigned by line manager when required.
Qualification, Experiences and Competencies:
- Master Degree in Medicine, Dentistry, Public Health or any other medical field with at least 5 years of experience in a similar position and duties in NGOs or INGOs
- Certified in PMD Pro1 & PMD Pro2
- PMP is a strong plus.
