We are looking for three highly motivated and qualified individuals to have overall responsibility to management and implementation of program and operations based in South-east Turkey.
Who are we?
Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC Turkey program, headquartered in Ankara, currently have 12 expatriate staff and more than 200 national employees – based at the DRC office located in SanliUrfa, Hatay and Kilis with expansion plan to Karaman-marash. DRC also works with partners in Sanliurfa, Izmir and Bodrum.
The country funding for 2016 is expected between USD 10 and 15 million, funded by DANIDA, ECHO, UNHCR, UNICEF, DFID, and PRM.
About the job
The Head of Office is responsible for all activities in their programme site. This responsibility covers the operational/support functions (Human Resources, Logistics, Finance & Admin, and Safety) and direct programme activities and includes coordination, programme planning and overseeing the day-to-day operations of senior field staff.
DRC will recruit for three positions; one each in area of intervention: Hatay, Sanliurfa and Karamanmaras
Duties and Responsibilities
- Coordination and programme planning of the DRC teams.
- Management of the DRC Base/Residence.
- Oversee day-to-day operations of senior staff.
- Provide training and mentoring to the HR, logistics & finance staff.
- Feed into strategy development including the proposal development process, supporting the process of developing high quality proposals and associated budgets.
- Submit weekly reports and provide input for donor reports and proposals.
- Coordination with the Government, Local Authorities, UN and NGOs.
- Oversee HR issues in the field office.
- Oversee the field finance department and ensure budget monitoring is accurate.
- Implement other tasks as identified by the CD.
About you
To be successful in this role you must have:
- A Master’s degree in development studies, economics, international humanitarian law, humanitarian or human rights studies, sociology, psychology, protection or a related field.
- At least five years of relevant professional humanitarian experience with an international humanitarian aid organization, in complex emergencies.
- At least 3 years in a managerial role (strong managerial skills required), with several years in a programme management role.
- Ability to deal with and build the capacity of duty-bearers such as authorities and ministries, LNGOs and other local authorities,
- Familiarity with EU-ECHO, DFID, UNHCR and US donor guidelines.
- Fluency in the English language, both written and verbal. Knowledge of Turkish and/or Arabic are assets.
Desirable qualifications
- Technical experience in livelihoods and cash program required, with some exposure to protection and protection and community services programming.
- Extensive practical experience working with all steps of the project cycle management (needs assessments, proposal writing and development, implementation, monitoring, reporting and evaluating).
- Excellent interpersonal skills and demonstrated ability to establish effective and team and external relations.
We offer
DRC will offer the successful applicants, a 12 months contract, renewable dependent on both funding and performance. You must be available to start work from
Start date Hatay: As soon as Possible
Start date Karamanmaras: March 15
Start date Sanliurfa: April 01.
