General Description of the Organization:
Orange is a non-governmental civil society organization devoted to alleviating the suffering
and improving the sustainability mechanisms of conflict affected population.
Orange partners directly with affected Syrian populations delivering humanitarian and
development programmes, Livelihood, Education, and Protection, to enable them to
improve their living practices and their sustainability mechanisms.
Orange also collaborates with national and international non-governmental organizations,
local initiatives responding to the humanitarian Syrian crisis with capacity development
programs, to be better equipped with the skills they need to prepare and respond to
affected population’s needs and to ensure that these communities, which we work within,
are ready for any future disasters.
Job Purpose:
The DoO provides strong leadership as a member of senior management, promotes good
stewardship, and provides direction to the Operations/Systems function, as well as
enhancing cross-functional communication thus ensuring that systems support effective
programming. The DoO will work closely with the CEO and Managing Director and other
SMT members strategic planning to ensure that the support structure adequately supports
the programs. The operations department comprises Logistics, finance management,
HR, Administration, IT, legal, MEAL, Media and Advocacy, Internal Audit, and Security.
Key Duties:
• Provide support and leadership for Orange internal support operations.
• Enhancing cross-functional communication thus ensuring that systems support effective program development and implementation
• Manage Logistics, HR, Administration, MEAL, Media and Advocacy, Internal Audit, and IT to facilitate support for current and future programs in line with Orange
policies and good practice.
• Actively participate in the Senior Management team, contributing to the ongoing
development of the programs here-under Orange strategic plan.
• Along with other Senior Management, actively manage Orange’s risk profile by
ensuring that policies and procedures are in place, participating in the management
of the risk register, and addressing internal audit and compliance issues.
• Assist the CEO and MD in the management of the Security Plan and monitor staff's
understanding and implementation of the plan at every level.
• Direct line management of the HR Manager, Logistics Coordinator, Finance
Manager, Security Coordinator, MEAL Manager, and Media Manager. Guide and
coach coordinators/managers to ensure that Orange policies are appropriate for
the organization and applicable to the changing strategic direction and
programs in Orange
• Support the SMT with the mainstreaming of cross-cutting issues such as Gender,
Child Protection and Environment, and actively promote a supportive working
environment for staff.
• Set a strong example for adherence and improvement of Orange’s accountability,
safeguarding and protection initiatives, both internally and for the people reached
by the program.
• Carry out regular management visits and provide field visit reports to the SMT for
all field locations.
• Represent Orange and its programs where relevant to external stakeholders.
• Undertake any additional duties as mutually agreed with the CEO.
Logistics:
• Direct management of the Logistics Manager.
• Supervision of all logistical operations at the various field and support sites:
including procurement, supply chain, asset management, fixed asset register and
fleet management.
• Improving cost-effectiveness by saving time or money through use of framework
contracts improved coordination of program activities, purchasing, and
transport.
• Ensure compliance of logistical operation with Orange Logistical Manual and with
Donor requirements.
• Ensure internal logistics reports are submitted on time and that they are reviewed
and analyzed, and appropriate action taken.
• Ensure that the Logistics Coordinator/Manager manages the timely negotiation of
property contracts and ensures that property is well maintained and secure.
• Ensure that the Orange transport fleet serves the needs of the program.
Procurement:
• Direct management of the Procurement Manager.
• Ensure that a well-coordinated procurement plan is in place;
• Ensure that the procurement plan is executed in a timely manner within agreed
upon a lead time;
• Improving cost-effectiveness by saving time or money through the use of the framework
contracts, improved coordination of program activities, purchasing and
transport.
• Ensuring procurement reports are shared with SMT.
Security:
• Support the SMT and the Coordinators/Managers in the management of Security.
• Implement Orange’s Security Guidelines and Procedures and ensure that staff is
familiar with these guidelines and procedures.
• With the SMT, periodically review the specific security guidelines.
• Ensure all office and accommodation meet basic security standards, including fire
prevention, lockdown, and evacuation procedures.
• Ensure that security briefings to all staff/visitors arriving at the site for the first
time are appropriate and carried out.
• Monitor the security situation and provide regular information to the SMT of any
incidents, changes, or adverse conditions affecting staff safety or project operations
in the region.
Human Resource Management and Administration:
• Provide guidance and direction to the Human Resources Manager.
• Provide leadership for Human Resources management and promote an
organizational environment that is fair, open, protective, and which fosters a
learning culture.
• Ensure that HR planning, including succession planning, is developed in
coordination with annual program planning.
• Support management to implement an effective annual performance review and
development process.
• Ensure periodic reviews of salary scales and the HR Manual, compliant with local
regulations.
• Support Managers to implement training and development plans for all Orange
staff.
• Advise Managers, accordingly and provide support to the HR Manager in identifying
training and development programs to be prioritized.
• Support the HR Manager in reviewing staff legal cases; review reports produced by
HR on cases followed up by the Legal Representative.
• Ensure that visitors and new staff are provided with briefings.
IT:
• Ensure that the IT planning reflects program priorities and the development of
an IT strategy to ensure that IT is sufficient for future program requirements
(e.g. websites, platforms, automated finance, share point etc.).
• Provide support and oversight for IT related issues including stable finance and
network server and adherence to IT guidelines.
• Liaise with logistics support in relation to IT maintenance and IT equipment
management and formatting.
• Ensure that regular back-ups and virus checks are carried out.
Financial:
• Coordinate with the Finance Team to ensure that core cost budget management
tools are provided to the Coordinators/Managers for review and management.
• Supporting in preparing and managing the overall core cost budgets for Orange.
• Manage the equipment budget for all Orange
• Ensure organizational compliance to donor policies and guidelines.
• Support the FM with the preparation of budgets for donor proposals, the
preparation, and finalization of the annual budget and quarterly rolling budgets, and the
preparation of the year-end financial statements.
• In conjunction with the FM, monitoring and controlling of expenditure on the core
costs budgets to ensure that it stays within available funding and agreed budgets
using budget monitoring tools and highlight, as appropriate, under/overspends and
agree actions required.
Legal:
• Ensure Orange adheres to the regulatory requirements of the government of
Turkey with regard to visas, work permits, and registration in liaison with the CEO
and MD.
• Promoting the relations with the government and supervising the MoUs that are singed
• Supporting public relations with all legal stakeholders.
Internal Audit / Donor Compliance/Investigation:
• Stay informed of and ensure adherence to the standard of Orange procedures and
policies in relation to Logistics, Finance, HR, and Programmes as set out in the
relevant manuals, policies, and guidelines.
• Work closely with the Snr Compliance and IA Manager, Procurement and Finance
& Manager to ensure adequate training, capacity building, and support is provided
to staff to enhance their knowledge and understanding of Orange and Donor
policies and procedures and ensure proper implementation and on-going use.
• With the Snr Compliance and IA Manager, Procurement and Finance & Manager,
support implementation of Orange’s systems of internal controls in the systems
functions, and work with the SMT to identify improvements where necessary
across all departments, including programs, finance, logistics, HR, and IT.
• With the CEO, Snr Compliance and IA Manager, Procurement and Finance &
Manager, ensure that risk management processes are effectively embedded
throughout the organization.
• Provide support to any internal audit, compliance and financial investigation
assignments as requested by the SMT.
Monitoring, Evaluation, Accountability, and Learning:
• Support the MEAL Manager to make sure that all MEAL systems in place.
• Make sure that information and data flow working in the regular system
• Develop MEAL policy and strategies in coordination with Programmes
• Supervising complaints system in line with programs
Safety and Security:
• Oversee the implementation of the country's security plan, guidelines, and manuals.
• Ensure security procedures and awareness are maintained and be a Country
Security Focal Point for both Syria and Turkey
• Take the lead on decision-making and contingency planning during security
incidents or threats.
Media and Advocacy:
• Supporting the media and advocacy manager and his/her team in both Syria and
Turkey.
• Promoting the advocacy campaigns on social media in coordination with SMT and
media manager.
• Take the lead on decision-making and advocacy planning for some events.
Requirements:
• Minimum 6 years previous experience in HR, administration and logistics related
management, with at least 3 years at a senior management level.
• Education to master’s level in a related subject.
• Good understanding of donor rules and regulations and implementation of strong
compliance and control framework.
• Strong experience liaising with governmental/local authorities and NGOs.
• Audit experience and excellent attention to detail essential.
• Demonstrated analytical and conceptual skills to plan projects, timetable activities,
and oversee staff work.
• Proven strong budgetary control and financial management skills
• Proven track record in systems implementation and development
• An interest in capacity building/mentoring of teams
• Excellent staff management and personnel skills
• Excellent analytical, writing skills and training skills
• Prior experience in complex protracted humanitarian context as well as emergency
response contexts.
• Clean, trustworthy, planner, and active member.
• High Communication Skills and Representation
• High experience and familiar with Turkish Labour law
• Advanced level in English.
• Turkish Nationality is an advantage.
