General Description of the Programme:
GOAL began working in Turkey in 2014, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked towards creating a multi-donor programme in the Hatay and Adana region with a particular focus on health care programing, whilst also incorporating livelihoods and emergency support components.
Jobpurpose:
The Assistant Country Director Systems (ACD-S) is a key member of the Senior Management Team at a country level, who will support and assist the Country Director (CD) in the overall management and leadership of the country programme. The ACD-S will assist the building and running of an organisation that can design, implement, monitor, evaluate and report on cost effective interventions of a high quality, consistent with relevant standards and norms. The ACD-S assists in the strategic planning and management of the country programme, working with programme and project teams and head office staff to define and implement a programme that gives meaning to GOAL’s mission, policies and procedures, within the Turkey context.
The ACD-S will be expected to have a good understanding of the overall country programme, and be able to effectively deputise for the CD when s/he is on leave or absent, and to effectively represent the organisation and the country programme to external stakeholders.
The country office has a Country Director and 2 Assistant Country Directors – one for programmes and one for systems. The ACD-S line manages the Systems department heads including HR, Logistics, Administration, IT, Compliance and Internal Audit. The ACD-S reports in directly to the CD.
DUTIES AND OBJECTIVES
General
Provide strategic support and leadership to GOAL Turkey internal support system departments (HR, Logistics, Administration, IT, Compliance and Internal Audit). Manage, guide and coach department managers, developing policies and promoting best practice to facilitate the development and implementation of quality programmes.
Actively participate in the Senior Management team, contributing to the ongoing development of the country programme
Assist the CD in managing GOAL Turkey’s risk in line with best practice ISO31000, reviewing internal controls, facilitating the design of risk based internal annual audit plans and implementing the use of key tools such as the strategic risk register, issues lists and regular project risk reviews and coaching staff on the same.
Deputise for the Country Director when required and undertake any additional duties as mutually agreed with the Country Director
Assist the CD in managing Security and Crisis Management response preparedness
Project manage process improvement and innovative projects as they arise and actively look for new opportunities for advancement
Coordinate, liaise and represent GOAL Turkey to donors, partners and government officials including governors, ambassadors, ministers and ministry officials.
Human Resource Management
Provide leadership for Human Resources and promote an organization environment which is fair, open, protective and which fosters a learning culture.
Provide guidance and direction to the Human Resources department
Ensure that recruitment is managed in a transparent, effective, efficient and compliant manner
Ensure that GOAL Turkey is compliant with national employment law legislation and reporting requirements
Support management to implement an effective annual performance review and development process.
Ensure that annual training plans are developed and implemented to facilitate the delivery of successful programmes
Ensure periodic reviews of salary scales and the country HR Manual, ensuring both are compliant with local regulations
With department managers, measure, review and work to improve staff satisfaction, mental health and wellness
Liaise with HO in Dublin on HR issues etc as appropriate;
Financial
Prepare and manage the overall core cost and equipment budgets for GOAL Turkey
Participate in the development of proposal budgets ensuring sufficient funding is secured for equipment and support functions to enable the successful delivery of programmes
Facilitate coordination between system departments and the finance department
Ensure organisational compliance to donor policies and guidelines
Ensure GOAL Turkey adheres to the regulatory requirements of the government of Turkey with regard to visas, work permits and registration in liaison with the Country Director.
Administration
Coordinate the regular reviews of all relevant manuals and manage their rollout
Support the Country Director in the management of security and crisis management
Ensure efficient and effective administration systems in line with local regulations and GOAL policy
Ensure that visitors and new staff are provided with welcome packs, schedules and in-country briefings
Provide systems induction to new staff members.
IT
Ensure that the IT planning reflects programme priorities
Provide guidance, mentoring and support to the IT department
Provide support and oversight for IT related issues including adherence to IT guidelines
Liaise with Dublin IT support
Ensure that regular back-ups, security and virus checks are carried out
Logistics
Provide strategic support and leadership to the Logistics department.
Supervision of all logistical operations at the various field and support sites: including procurement, supply chain, asset management, fixed asset register, transport and fleet management.
Improving cost-effectiveness by saving time or money through use of: framework contracts, restricted tenders, procurement plans and improved coordination of programme activities, purchasing and transport.
Ensure strong and timely coordination between the Logistic teams in Turkey and the field sites.
Ensure compliance of logistical operation with GOAL Logistical Manual and with Donor requirements.
Ensure internal logistics reports are submitted by the field to Turkey on time and that they are reviewed and analyzed in Turkey and appropriate action taken.
Ensuring logistics reports are submitted to Dublin on time. Ensure that the Logistics Department manages timely negotiation of property contracts and ensure that property is insured, well maintained and secure
Ensure that the GOAL transport fleet serves the needs of the programme
Donor Compliance and Internal Audit
Management of the Internal Audit and Compliance department
Ensuring Donor Compliance and Internal Audit monthly reports are prepared reviewed, sent to HQ and corrective actions taken where required.
Assist the CD in managing GOAL Turkey’s risk in line with best practice ISO31000, reviewing internal controls, facilitating the design of risk based internal annual audit plans and implementing the use of key tools such as the strategic risk register, issues lists and regular project risk reviews and coaching staff on the same.
Supervise and provide technical support to internal investigations as required.
Support work with Local Partners to strengthen their systems and ensure compliance with sub-grant rules and regulations
REQUIREMENTS
Minimum 5 years previous experience in project management at a senior management level
3 + years of previous overseas management experience
Education to a masters level, or significant relevant experience that shows an ability to critically analyse and apply information in management and work situations at a similar level
Strong demonstrable previous experience in project planning, implementation, monitoring and evaluation
Strong experience liaising with governmental / local authorities and other NGO’s.
Organised and flexible, ability to respond to changing priorities and a proven ability to resolve issues and identify solutions;
Excellent staff management and personnel skills
An interest in capacity building/mentoring of teams (both national and expatriate)
Excellent communication skills while interacting with colleagues and partners
Good skills in systems development and documentation e.g. experience of ISO systems or similar
Budgetary control and financial management skills
Excellent analytical and writing skills
Fluent in English, Turkish is desirable
