CHILD SAFEGUARDING:
Level 3 – The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The role holder is responsible for providing leadership and coordination of Risk, Internal Control and Compliance, Internal Audit and Fraud in the country office. This document is intended to clarify core, shared expectations of Risk and Compliance to existing staff and newcomers, to key stakeholders such as line managers, technical advisors, regional leads, and those who rely on the risk/compliance/control/fraud work they do.
The role is a critical 2nd line of control for the organisation and requires independent and objective staff. The role should therefore report into the Country Director (CD) with a dotted line into the Regional Risk and Compliance Leader who has a dotted line into the Global Risk Director. The Regional Risk Leader will provide functional coaching/feedback and development to the individual and should be involved in their recruitment/ talent management/ objective setting processes.
Due to huge range of size and complexity of countries in SCI the exact level of resource required needs to be defined locally (with advice from the Chair of the Regional Risk Committee). Some large countries may have a senior leader with some more dedicated junior roles (maybe a dedicated fraud, audit lead or compliance role). Some medium sized countries might have a single role in line with this JD and some small countries might share the role with an existing role.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Risk Idenfication & Assessment:
• Provide functional expertise to support the organisation’s risk identification and assessment processes. Utilise detailed knowledge of Board risk appetite to ensure that it is fully embedded and operationalised within the organisation. Individual will:
• Be country expert in SCI Risk Framework tools and techniques (including Jort/RMP/ Datix).
• Provide expert insight support to award risk assessments
• Acts as a risk focal point with the rest of the SCI risk network
• Facilitate risk management processes and sit on Country Risk Management Committee
Risk Prevention/ Control & Mitigation:
• Provide expert support to ensure risk prevention measures are fit for purpose.
• Provide training to staff on key control and compliance risk prevention measures
• Train staff/partners on FRAUD prevention training
• Provide expert support on internal control/ mitigation design for new projects or processes upon receipt of the project specific elements of each proposal; and where requested, provide preliminary risk assessment support to reflect Board Risk Appetite stances upon design fundamentals
• Provide Surge support for risk prevention expertise to major humanitarian incidents
Control & Mitigation Testing Compliance:
• Provide compliance checks/ audit reviews to provide assurance on key risk management controls’
• Annual workplan of compliance / spot checks/audit reviews on key managment controls E.g. field office audits, vetting spot checks
• Review/attend key control meetings/ process and ensure that they are working & provide specialist input E.g. attending Finance Control Compliance meeting
• For country offices heavily dependent on partner operations, attend to sub-award meetings (upon request of the CD)/(quarterly basis as a standard control measure) to contribute into efforts of adoption of SCI Risk and Compliance approaches to partners delivering programmes
• Oversee the implementation of lessons learned translated into better control environment within 1st line of controls (CO management) via (attending) and/or (tracking the outputs of) award review meetings (BvAs)
Incident Response/ Investigations (Fraud/ Multi Faceted):
• Provide independent reporting of risk, incidents & investigations
• Independent reporting of risk v appetite and management of escalations as appropriate
• Independent reporting of incidents in Datix that affect ability of an organisation to hit its objectives
• Lead /coordinator of fraud & multi faceted investigations
• Fraud – focal point/ investigator training, focal point capacity growth via on-the-job learning
• Whistle blowing service provision & follow up
• Local owner of Datix system.
Action Tracking And Assurance:
• Track progress of shared accountability within CO SMT via evaluating mitigative and remedial improvement actions so unit heads can provide appropriate annual assurance on risks.
• Track audit/ investigation findings
• Coordinate assurance documentation and risk appetite status to complete RISK Assurance letter
Focal Point for Data Protection:
• The post holder will be the focal point on behalf of the organisation with national government authorities
• Support team members in ensuring all operations are compliant with national laws and procedures
• Manage issues linked to breaches or oversight inline with data protection laws
QUALIFICATIONS AND EXPERIENCE
Required
• Turkish nationality is a requirement for this position.
• Professional qualifications in either accounting or Turkish law
• Minimum 5 years of relevant experience, with experience working at NGO Management level
• Experience in fraud awareness and case investigation management
• An unquestionably high level of integrity and ethics
• Computer fluency; highly competent using MS Word, Excel, PowerPoint and experience working in complex financial systems
• Understanding of strategic finance issues with strong influencing skills, sharp business acumen and sound judgment
• Experience of working effectively, independently and with minimal supervision
• Strong relationship builder with a proven track record in forming good business partnerships and utilising collaborative approaches
• Excellent communication skills, initiative, the ability to meet tight deadlines and work independently is essential
• Strong analytical, problem solving skills.
• Available to travel frequently to all country locations, and internationally as needed
• Fluent in written and spoken Turkish and English
Desired
• Knowledge of the government of Turkey legal / regulatory framework applied to INGOs and NGOs
• Experience of the compliance requirement of major institutional donors to Save the Children
• Experience in audit management
• Sound understanding of critical SCI policies
